I used to try out tricky netdecks in casual but I stopped because I would hit F2P guys who are probably struggling to get quests and gold, and I felt bad. I'd often concede after they played basic cards that would never see play normally, but sometimes they concede first and that sucks.
This is another point I probably should've made and I'm glad you brought it up.
I've personally taken top tier decks to casual (spiteful priest, when K&C first dropped, for example) to figure out how their synergies worked, how to mulligan, etc. and genuinely felt bad when queueing into someone who's relatively new to the scene. I can put myself in that person's shoes and I feel like it would be quite demoralizing to queue into a competitive deck in casual when you have a limited collection and can't really compete with it. Every person can relate to being new to the game and being low on cards, so you're forced to work with what you've got.
So this is my oppinion, you want to play cubelock or spiteful priest in normals? Sure it might be annoying to play against but those decks can be fun. What I don't like is secret mage murloc paladin or any "me go face" decks in normal, if you want fast wins you might as well just go ranked with those kind of decks.

I agree with this a lot too. Any of those turn 6 lethal decks can be played in ranked just as efficiently. In fact, I feel as if it'd be easier to play in ranked, as you typically know exactly what your opponent has in deck at higher ranks, but whatever.

You can’t expect to get matched up against meme decks anymore in Hearthstone so I’ve just taken all of my off-meta decks to ladder and learned to tech them appropriately so I can have a reasonable win rate. My satisfaction comes from pulling off wins against T1 decks like Cubelock and Aggro Pally. If I want to play ridiculous decks against people, I have to match with friends to get that.

People playing Tier 1 decks in casual are the worst players in Hearthstone. The ones that if they ever reached Legend, played brainless decks like Pirate Warrior back in the day, or God-Tier Brainless Jade Druid.
The best is when they BM you with emotes or make irrational plays because the game's already sealed. Doesn't really bother me, but I'm worried how toxicity spreads across the playerbase and the overall experience for new players who queue into these people.

IMO there needs to be a sandbox play mode where you receive no gold for wins and can’t complete quests. That would hugely discourage all the people looking for a quick win for quests/gold and bring in people who want to try creative decks or just play for fun to escape the meta. It would be awesome too if this mode gave free access to a full collection as well for testing purposes (similar to a PTR) but I doubt Blizz would go for that.

Let's do some math: we suppose you win a game in 5mins with an hyper aggro t1 deck, if you win all the matches it takes you 150mins for complete the 30wins/day cap
Hardly you will win all the games, even with a top tier deck you will lose sometime, so we can say its about 3 hours of game for farming all the gold possible (if you win a lot!)
Is 100gold=1pack worth 3hours of the same tier 1 deck?
With a little job in an occidental country you earn at least 4 to 5€/hour, in 3hours its 15€=15 packs
Now, if you work you have no time to farm gold and you probably are investing some money in the game if you feel is worth (if you are farming gold while having a job I suggest you to change your lifestyle couse its a shit right now)
If you dont work, maybe you're a student or you can't find anything, well if you spend 3hour a day to find at least a very little job or you help your grandma cleaning the garden for some money, you are farming waaaaay more then playing casual with your opshit deck

Quests, Learning the deck (i did this with renolock and later on cube control lock) Some people us casual when they get tilted on the ladder, and just want to derdle around, untill they feel comfortable playing ranked again.
Again.. Casual isn't a place for none net decks only. It's where you go to play, if you don't want to play ranked. I agree that i can be very frustrating playing casual vs tier 1 decks all of the time, but then again... If you're building a new deck, you kinda need to test it vs. the strongest decks out there, and why waste stars on tweeking a new deck?

What's wrong about having a job and still farming gold? If the game allows you to get everything for free, why should you invest real cash?
For me no prob, for who farm its a time wasting, I mean I dont enjoy playing dudadin all day so after 3 games I suppose it isnt fun anymore, there are better things to do in life, its a waste to play a game with no enjoyment just for 1pack, but its only my personal vision..
It can be annoying facing Aggro Pally or Secret Mage or any top tier deck in casual, especially when you're just trying out something that's mostly a meme deck but it doesn't bother me that much. People can play what they want and it's a decent chance to practice meming against a decent deck. Winning feels that much more satisfying.
I have to admit that I'm guilty of sometimes testing a netdecked deck in Casual, just to try it out and get the hang of it before hitting ladder. It depends on what rank I am though. If I've just hit rank 15 then I'll play whatever on ladder but like right now I'm sitting at the dizzy heights of rank 11 and I don't want to drop back to 15 while trying something new. So I'll hit casual for a bit and mess around.
I understand why this annoys people but it's casual. If it bothers you that much just concede and queue up again. Not worth getting worked up over.

And if I spot someone is obviously quest decking (playing the divine shield c'thun card with no c'thun is always a giveaway!) I will try and drag the game out as long as possible so we can both complete our quests.

If you're practicing to use your new netdeck and you don't wanna sacrifice ranks, why not practice in casual? Sometimes you have a dominance quest and you wanna grind it out quickly and it's way harder in ranked. Sure, sometimes it sucks when you're just trying to play fun decks and you get stomped by a random Tier 1 Dude Pally, but what can you do?

beside of what many think i do not have problems to find a tier 1 in casual.Some of my decks still need a tweaking so i find perfectly useful,even if i got hardstomped. The problem is when they emote you down for the whole match meanwhile i try to set up sinergies with my homebrew. In that case my salt grows over 9 thousand. you are playing an already tested and tweaked deck FOR LADDER.some play themselves,theres no need to bitch others that try to be creative.

You can just farm gold using fun decks, it's not meant to be boring. And having fun is the best thing you can spend your time on.
