Sorry man but it doesn't mean much if you don't mentionned the packs you've opened. Don't forget the card's drop rate (1 legendary/20 packs, 1 epic/4-5packs...) is calculated per expansion, not per overall nb of packs. So with about 16 packs randomly chosen from 4 expansions, you could end up with only rares and commons if you have 3-4 packs of each. To go as far as saying Blizz did it on purpose is pushing it a bit too far...;)
Actually, this is incorrect.
If in 1 pack is 5% chance to get a legendary, in 16 packs it's ~75% chance no matter the expansion these packs are from.
I believe this is also incorrect. If the probability to get a legendary in a pack is 5%, then the probability to get zero legendaries in 16 packs is (.95)^16 = ~0.44; thus, you would have a 56% probability to get 1 or more legendaries in 16 packs.
I got 1 pack that had a legendary, 2 packs that had epics, one had a golden rare. Not disappointed here, you're probably just on the crap end of the pity timer. Sorry for your bad luck bud.

The pack opening can't be rigged. They are operating in a climate where there could be an imminent need to disclose the odds in order to sell in certain countries or on certain platforms. In addition, for this particular allegation, statistics would provide evidence. Because of the significant participation in the promotion, if allegations were true, one would expect the rate of 'good' drops to decline as the promotional openings likely represent a significant portion of the universe of openings. Blizzard could possibly offset this by increasing the rate of 'good' drops for non-promotional packs, but this is unlikely and only brings up another point. It would be in Blizzard's interest to manipulate better promotional results, not worse, as they need excitement and enthusiasm to promote sales of pre-orders. People who open few good cards would likely be less inclined to invest in the expansion, not more inclined.

Got Lyra the Sunshard, Prince Taldaram and Lord Jaraxxus from the Tavern Brawl. So perhaps it is rigged, but in my favour :).

I packed a Guldan, golden spreading plague, kingsbane, golden mindbreaker, not all in the same pack but over maybe 8 packs so pretty darn lucky.
I think from 30 packs (two accounts) I got 3 epics, one legendary (the Mighty Moorabi) and few goldens (commons and rares)
