Trying to answer this in a calmly manner. No this is a win/win. People get a free legendary and get happy. Happy customers make a happy blizzard. Since the start of the no-repeat legendary update I have been crafting golden legendaries upon release, and will craft a new one this expansion. If I get the one I want free I will just craft the 2nd one I want. No big deal.
I don't agree with OP but what I'm worried bout is that they keep using the free legendary per exp to justify the need to have two legendaries per class as a consistent theme. When Un'Goro came out it was justifiable to have two (as well as with KotFT and KaC) but I don't feel it's something healthy for a f2p environment.
I don't wanna sound like i'm complaining about free stuff either but I also don't think it is enough to have one free legendary when you're expected to craft an extra 9 legendaries per exp to keep up with the meta. I know it's not a big issue for many players but there are others who aren't able to keep up with that. I should mention that never before there has been a meta where neutral commons and basics (epics too in the case of KaC but that just implies more money) have been so usable, helping with the f2p situation.

I completely agree. Yeah, it sounds like OP is just complaining about free stuff, but when you get a completely unusable Legendary, it doesn't just feel bad. It feels like Blizzard is mocking you. I mean just take this last round, some people got Aluneth or Skull of the Man'ari and other people got The Runespear. That's a pretty enormous difference in power level and play-ability.
The Runespear can absolutely wreck people in the right deck, and who knows? One meta's unplayable garbage is another meta's busted OP nerf-bait. Something could come along for Shaman that makes this a powerhouse. Even Twig of the World Tree could perform in the right build. Least we not forget that Mal'Ganis was until recently considered junk as well.

Edit: Due to an overwhelmingly negative reaction to this post, I thought of another solution to this problem. I am trying to make a less than ideal situation a little better. I have no idea how to give suggestions about the game without "Complaining".
Offering suggestions is fine, but inherent in every suggestion is a tacit complaint. You wouldn't suggest if there weren't something you were unhappy with.
You are getting negative feedback because the thing you are unhappy with is ridiculous. You are receiving a generous gift and it makes you sad because you might not get the perfect color.
Anyone who feels resentful over a free legendary really, truly needs to examine their attitude.

In my opinion is a terrible post, but I like that idea of a wild-card legendary type token to be released every set, that would be a neat little thing to hand out as rewards for these expansions solo player Adventures. I'd much rather work for a random legendary in the set of my choosing than a stupid card back. Plus it seems ridiculous to me that you get a card back for pre-purchase and a card back for completing a solo Adventure. Like clearly I'm just going to use the pre-order one only until I get the one for the soul Adventure, at that point I'm never going to look back at the pre-order one or any of the hundreds in my collection at this point :/
Basically I think card backs are one of the real issues in Hearthstone rewarding, they mean very little to me and probably too many others but a Golden Ticket type item for legendary cards, I'd play through pretty much anything for one of those

Sometimes i make cards. I'd like to do that for a career one day if ever possible.
I share your concern. I would say that they don’t give a shit about us whales, as they know that we’ll keep whaling pretty much no matter what, even if we are actually the economical backbone of the game.
Edit: after reading a few comments it seems that f2players loath our very existence, while we actually allow theirs. Human logic at its best, as usual around this game.
I'm neither F2P nor a whale, but I am surprised that someone who doesn't mind paying 1600 dust extra to get a golden version of a card would also be bothered by a 1-in-18 chance of getting that same card in non-golden form and thereby missing out on 1200 dust, enough to write a detailed and well thought out post about it. The combination of spending a lot on a cosmetic upgrade while also being obsessed with spending dust efficiently is just weird to me.

I don’t really understand why you don’t. Think about it like real life / money lottery (since opening packs is a form of gambling, as stated by recent Chinese laws). If you can afford to gamble millions of dollars, you won’t care about losing a few hundreds. If you can (or are ready to) gamble $500 or so on each expansion, it doesn’t mean that you can afford to “lose” $50.
I’ve spent more than most players, but I can’t really afford it so in the abyss of my addiction, I try to optimize the way I waste my money.
There is no lasting value in a Hearthstone collection: it will be worthless when you stop playing or Blizzard pulls the plug (not any time soon, but will Hearthstone last 20 years?). You should view the money you put into it as a subscription to the Standard format. And paying a $500 for a four-month subscription is pretty steep.
If you're spending more than you can afford, not crafting golden cards would be the easiest way to reduce your spending. Although perhaps switching to a game that doesn't have paid gambling mechanics would be easier; I hear Slay the Spire is very good.
I'd just as soon forfeit said Legendary than listen to more of this privileged horse shit. It's FREE, short of the time it takes you to log in and somehow you're losing? Any card pull or offering is a gamble, be it a crap legendary or a non gold of what you so desperately need.

There will be a PVE content, Dungeon-like with 4 custom heroes. I suppose the free random legendary can come from playin that or something.

Yes, you right, Blizzard never should give us a free legendary, with the terrible risk being the one you want to craft golden.
Easy fix Blizzard, give all players 1.600 dust instead.
PS: Even if Blizzard do that someone, somewhere, will find something to complain about. :P
