I had an idea to buff The Runespear. I know it won't happen because it is not blizzard's policy to buff cards but I'll share it anyway.
Instead of its current text The Runespear would read: After your hero attacks, Discover a spell and add it to your hand. It costs 0. Now this probably would not be enough to make it viable in constructed, but it would definitely make it better since we don't have to be worried about random targeting.
They're probably just going to add more spells that have predictable effects when cast randomly.
This is probably their plan as you stated. They have said before that some cards in Xpacs will seem bad, until coupled with cards from future Xpacs.
Having said that, there are a lot of junk Shaman spells (Earth Shock, Primal Fusion, Forked Lightning, Ancestral Healing, Totemic Might) that tend to just be really bad late game and cost you big, which really helps to not justify the RNG risk with this piece of junk. I don't ever really see it being playable unless it has its mana cost reduced, or stat line adjusted. Heck, why is this not a 3/4 or a 2/6 with Windfurry?

I would definitely play The Runespear with that change. (I opened it in a pack, so I don't have to worry about whether I'd craft it.) I'd even worry that it was an overpowered card with the change. I wouldn't be surprised if it became constructed-viable.
I think that would make it viable: it would be like a combination of Cabalist's Tome (3 generated spells) and Primordial Glyph (discover and discount); I think such a combination would be worth 8 mana and the weapon swings would then be a bonus.
Lowering the mana cost would be another option, obviously. And perhaps even giving the weapon a bit more attack or giving it lifesteal would have made the card playable. As it is, the weapon aspect of the card is pretty useless by the time you can play it, unlike the Paladin and Warrior weapons, which allow you to remove minions without taking a ton of damage.
Making 0-cost spells from it would 100% make it constructed viable, cause it would be quite ridiculous. A bit RNG dependant, but Maly Shaman would use it for sure ... and others.
Hey do you know what I hate the most in this weapon that even if it cost too mutch and have bad rng effects that the worst thing is when you cast spell with overload by this weapon you really overload yourself... that's just stupid. So that doesn't feel powerfull at all. You feels bad man to use it.

The 3/3 weapon is very bad and not going to help u change the game at turn 8
Turn 5 its a diffrent think + the effect it could be really op
Maybe someone will say "WOOW 5 MANA U CRAZY THATS STUPID" but what about Warlock and Mage weapons super strong and good enough to be played cuz they are 5-6 mana
U think any will play warlock or mage weapon if they cost 8 ?

The random targeting isn't hard to work around since you are discovering the spell in the first place.
The reason The Runespear doesn't work is the ridiculous mana cost.

Honestly I like the current Runespear's effect, but yeah the cost is the real issue... should have been 6 mana.

That'd be cool. I'd also settle for "discover a spell that costs (3) or more mana...". That gives you 15 options, five of which are targeted.
