That's only for friendly matches, not normal ones. It's important because 'friendly match' is how tournaments are played effectively fixing the discon issue in all tournaments via a wait timer. Doesn't apply here though I don't think.
Reconnecting works for ladder matches too, but on ladder the game isn't paused when one player disconnects, so you have to be back quickly or you'll have lost a turn or you'll be timed out.
That's not a new thing though. Been that way for over a year. Myself I found it rather useless since by the time I get back in I've missed 1-2 turns and I can't really recover.
But it's nitpicking. Point you're making is, if you see an issue like that, reconnect and try to get into the game.
To be fair, the packet loss problem can happen with a perfectly fine connection as well, and I wouldn't be surprised if there are toxic HS players out there who like to hover their card around to induce restarts by the other player :D
Since it happens to me only about once per 100 games, I really don't care about one or two stars lost over a season.
So, I was in a game against a Mill Rogue, then my cat knocks the router off the desk, and a steady red light comes up on it. At this point I can't play any more cards. Then the cheater puts a message on my screen saying "Attempting to reconnect". I tried to google a way to stop him, but my browser wouldn't load any pages! I logged back in a couple of days later, after getting a new router (coincidence, obviously) and it said I lost the game?!??!!!!!?!!?!!?? WTF????>?<>>>??...???
Blizzard. Fix this bug, ban this cheater and give me 25 packs pls!

It was just a common connection issue by your side. Before yelling cheater to everyone maybe try to use your brain if it's not too hard.
For what profit is it to a man, if he gains the world and loses his own soul?
One does not simply walk into Mordor,
unless they want to be the best they can be.

I had something like this recently.
