They weren't willing to do it right in the first place and were forced to concede after a community meltdown. Do you really think they wouldn't just lie about it to have people calm down.
As long as Rexxar gets new beasts by the next rotation its ok since that is when he's due to lose a lot of options.
inb4 the next expansions mysteriously doesn't feature beasts below 6-mana. I honestly wouldn't be surprised if they removed beast tags from previously designed cards just so they wouldn't have to put in the extra effort for Rexxar
It sounds like the code for adding new cards is really REALLY f'ed up. Thus it's not like just a text file you can copy and paste names into. If it takes a very hefty amount of work to add every beast into the DK list then they are probably thinking "If we add the K&C cards now we'll have to keep adding them in every single expansion, perhaps even after the card goes into Wild. Do we REALLY want to make this a thing, especially for a card that's not that used?"
RIght now they can claim that it's jsut a one time thing of cards already added in, say they won't add more, get a little flak, then we move on. If they commit now then get bogged up 2 expansions in they will be worse for wear.
If this theory holds true then it means they are probably trying to see if they can figure out an easy way to add beasts, or have it automated so they don't even have to think about it (like how it apparently is for Discover and "Random" creation). They've done it before: Bane of Doom used to have a set order of demons to pull then was later adapted to pull from whatever list is available. So the question is can they do it to this list (which might be harder given how it combines two beasts together).
IF they can do it, there's also teh question of SHOULD they do it. If they automate it then 5 years down the line some beast is made that combines with other beasts to create an obscenely broken card for DK in wild, they'll have a new problem to fix for a card that left standard 3 years ago. Do they want that type of risk? I mean it IS wild and the random factor may make it smoething no one beyond youtube videos will care about, but it's NOW that they have to think about it.
So given all that it's really NOT that easy a choice. It may be impossible to do. It may be possible but too much trouble given the code. It may be possible and easy but could create a nightmare they may not want to deal with.

You're right, it's not going to be a problem for a few reasons, namely that they don't really make only OP beasts, they also add vanilla ones, you can only have one beast with text and keywords while the other needs not to have text or at most 1 keyword, and the beasts need to be 5 mana cost or less. This restricts dramatically the type of beasts you'll get. If anything, one of the most OP current ones is maybe Stonetusk Boar +Vicious Fledgling, but how often do you see it being played? How easy will it be to get a specific zombeast when the pool grows? Or getting at least something specific as a beast with charge + another one that synergyizes with it? Of course you can highroll and win the game, but the odds get dramatically low as the pool grows, and the same thing can arguably be said out of any other card generation/custom card creation (Kazakus, for example, can sometimes win games or do nothing).
On topic, Blizzard is either very lazy about pushing changes (which isn't exactly news at this point), or their code is a mess if they really can't just add more cards to a group, this shouldn't really be hard.
"5 Years down the line" Rexxar will pull from a pool of 100 beasts. Chances of getting that 1 broken combo are much lower than the chances of Spiteful Summoner pulling Deathwing, Dragonlord, a combo broken as f**k, which no one seems to care about. I doubt there will be some rage about DK Rexxar beasts. But there might be some rage if the players start feeling fooled by blizzard for not fixing the Problem.
I think that people do care about the Summoner issue - but the main problem is that Blizzard seem to favour this kind of RnG "Oh look, I win after all!" sort of thing - personally, I am more frustrated when they topdeck roll a Tyrantus. (Or that may just be Summoner Druid - I can't recall if Summoner can summon class cards as well or not. I'm tired this morning)
It is is not much different to the previous irritating deck that Big Priest was (and still is). It's about high-rolling out that stupidly powerful minion for less than half price.
For reference though, I wasn't complaining about the idea of getting amazing beasts from DK Rexxar. Quite the opposite in fact - I am all for it. My comment was serious - I would be interested to see if there are any super strong combos. The RnG nature for this keeps it much more in check than the EzBigEZ RnG of Big Priest.

Just curious which keywords you want added to the pool of beasts. As far as i know all the keywords are there, even echo..
