Roping isn't against the rules, so reporting them will just not get you anywhere. The rope is there for a reason. Some people need their entire turn and there's no way to prove they're doing it to be rude.
I'm distracted by my kids or food or pets or work or something most of the time I play on mobile and just trying to knock out a quest. I rope from time to time and it's completely unintentional. Reporting someone for using their allotted time is very silly indeed.
Also, you'd be surprised how many times you can pull a win out of your ass when it seems hopeless. Always play to the end of your game and 1 out of 20 games (maybe even less?) you crush someone's soul and the pay off it worth it.... In fact, I pulled off such a feat earlier today vs. a Priest sitting with 15 health and he had lethal next turn whereas I had an empty board and just 4 cards... then Call to Arms pulled two Jugglers and a deckhand, I cast Lost in the Jungle, dropped another deckhand, 7 out of 9 knives went to face (he had two minions on the board), and then an Unidentified Maul +1 attack to all to land exact lethal. Never say die!
They don't care and they never will, it would hurt innocent people as there is no way to know their inentions. Just do something else while u play, complaining is pointless.

One thing I find a bit curious is that you haven't gone to the obvious solution, given that you mentioned you already do other stuff in the beginning of the game, which is to just tab back to whatever you were doing outside the game. I'm not a fan of that behavior when I'm playing focused, but either way, the internet is practically designed to waste your time and I've actually found that if I start roping my turns as well they might just straight up quit. It's a bold strategy but at that point it's a lot easier to manage than trying to stay calm while intensely staring at the rope (which is incidentally good meditation practice if you're into that sort of thing).

It's not so much a solution to the issue. More like simply ignoring it and accepting it as "part of the game". But you are correct. I can simply tab out, and I do once I realize nothing is going to happen. However, after experiencing it repeatedly in a short time period, I started to wonder if there was any sort of rule against such behavior.
Roping people back doesn't solve anything. It just wastes even more time.
Why is this thread still active after 3 pages? The fact of the matter is, even if it was an offense, there's probably no way for blizzard to review the evidence as I doubt they would be recording every single game. So illegal or not, there's little point in reporting these people
And yes, people in multiplayer games can be assholes. A game like HS where you can barely communicate with each other is the tip of the iceberg. It's sad but true and there's nothing anyone can do about it. If you think you can talk to and reason with these people, then you've clearly haven't gone down the rabbit hole
The bottom line is that youcan't whine about players acting within the scope of what the game allows them to do. It's like asking if you can report a player because they emoted "Good Game" when it clearly wasn't one. Or they said "Whoops!" when you made a mistake and it hurt your #feels.
Honestly, spitting out your dummy just because someone refused to accept they lost and made you wait a few seconds is not only immature, it also displays an inability to win graciously. That sort of unsportsmanlike behaviour is the worst kind and requires a ban much more than being sore about losing frankly.

I don’t condone roping to be a dick, but that being said, they are playing within the rules of the game.
The timer exists to move the game along, whether someone is taking a long time to think about their turn, or just being a dick.
