Those 5 cards are probably most likely includes in HoF, IMO, since they limit design space or encourage broken archetypes.
I don't think Shadowstep will be sent to HoF; it would make the Quest Rogue much less viable, and it's not even a broken deck anymore. Class minion legendaries are probably safe too...VanCleef and Tirion while powerful, do not define their deck and are not even auto-includes.
How many years has it been since ANY Malygos OTK deck has been a real threat in the meta? The card doesn't need to be HoF.
As for Doomsayer I would argue that outside of the Frost Nova & Doomsayer play that the card is one of the most skill-based cards in the game. For non-mage classes you have to really read what you think your opponent will be able to play after you drop Doomsayer, risking whether or not the opponent can remove it and turn your risky play into a tempo loss, instead of a tempo gain, if the minion is removed. Plus, the card is an anti-aggro tech as well, which is never bad to have.
What they are going to do is rotate Wild into being the "standard" ladder for most players.
If the change too much, players will just migrate to Wild.
Take Ice Block for instance. Even though I can't stand Exodia Mage ... removing Ice Block effectively kills that deck, and effectively makes the mage quest, and Archmage useless cards. (I know Leyline has made a questless exodia possible now, but I am assuming it still relies on Ice Block).
I kinda hate to say it ... but the game is pretty much busted as a whole, and unless they want to consider a complete overhaul, then just picking off a few of the numerous OP card interactions would just be silly. IMHO, fix it all, or leave it all as is.

If they will HoF anything, they will do it in a similar way they did before (power level/desing space). As sad as it sounds (at least for me), if they are going to rotate something out, it would probably be Bloodmage Thalnos. If you have a deck with at least 2-3 burst spells, you can include that card and roll it. I see the skinny guy almost everywhere and he's been in at least one Tier 1 deck in pretty much every meta in the last year.
Brawl? warrior lacks good AOE and it's a very strong one, Think warrior should have at least 1 aoe in the classic/base set.. it's also part of the dungeon run core set.
@sxavalentine oh snap forgot about thalnos probably a candidate.. if not this year, next year he also does too much.
l so think some cards should rotate in instead of those that rotated out for the classes: (Rogue, Mage, Warlock)
Unearthed Raptor for rogue. - They try to push DR Rogue for so long and this card just enables it, should be rotated in instead of making a card that does the same.
Shatter for mage - Blizzard said they will probably rotate this in, makes sense in the base set.
Darkbomb for warlock -very basic card I think it was printed more of a "going forward card" instead of a rotating one.. Warlock is strong atm and doesn't need help but people really wanted this when warlock wasn't really a class.
I'm curious as to the thoughts behind Malygos being turfed into the Hall of Fame. As the (former) Aspect of Magic, his power and cost make sense. I can't claim to be a meta expert by any stretch but which decks has he appeared in that can be construed as overburdening? All I can think of is a Druid Aviana-Kun deck.
HOFing Doomguard would be a very risky proposition for Blizzard. They've just encouraged many of us to spend dust on a whole raft of cards to craft Cubelock decks so they would lose A LOT of goodwill from their player base if they were to nerf the deck so quickly.
Other than being a charge minion that can be cheated out very easily, Doomguard I think has the issue of restricting card design from here until the rotation after this one.
Something very easily could make it broken with lackey, cube, gul’dan and Umbra already existing.

i doubt doomguard is going to HOF, but i guarantee that cubelock will be getting nerfed pretty quick. they did it with quest rogue, why would you think they wouldn't do it again?
Wait, where are the HOF for Northshire Cleric and Mana Wyrm exactly? These two cards should have gone out with Tunnel Trogg, but somehow managed to escape the cut back then and it was a huge misstep from Blizzard.
As fun and hard as it is to pull it off, it does feel a little broken. I blame Faceless Manipulator though, not Malygos. I think I would rather see faceless manipulator HOF'ed than malygos, as its used in all sorts of decks, although its not quite on the same level as azure drake or ragnaros.

I disagree. Cleric makes it so players have to actually think about their early plays instead of just automatically and brainlessly thinking they can always drop an early minion that can't trade against a turn one Cleric. Mana Wyrm helps to keep control in check. If aggro has no good turn one play then they typically aren't going to have control of tempo in the early game. If they have no tempo early on they won't win against control most of the time because the control player will not feel pressured/threatened. The idea is to help keep aggro in check, not prevent it from winning against control.

Personally i think Spellbreaker might go and then blizzard will replace it with conditional silence effect.
For example silence an death rattle or silence if your holding an dragon. so you will have to run them if you want silence or use Ironbeak Owl again.
