I feel ya, bro :) first leg after 9 packs (one below the maximum), second after 47 (= 38 more) packs, two below the maximum. But the craziest thing is that after opening 50 packs I could dust four epics (got two of them threefold and one even fourfold).
We have had this exact thread with every single expansion. It's called variance, some people are going to be "unlucky", some people are going to be luckier, most people are going to be average. Those with average results don't tend to make threads about it, though.

Got only two guaranteed legs. Druid one and Paladin weapon. Some might be happy to get these (or not, I don't know) But ! These are the ONLY two classes I NEVER PLAY. so for me it's 800 dust
The drop rates are fine. People forget that a legendary every 20 packs is just the AVERAGE. If you open 100 packs you might expect five legendaries, but it could just be two (assuming that you already got a legendary from the first 10 packs before) and that would still be within the normal distribution, unlucky though it may be.
Just adjust your expectations. Everything is working as intended. Blizzard wants to make money after all.
130 packs and, including free weapon, I've got 9 legs [EDIT - 10 legs, forgot about King Togwaggle], a hefty amount of epic, plus a lot of golden cards. Crafted Sonya Shadowdancer and DK Jaina for the fun. Probalby gonna craft Zola the Gorgon and Ixlid, Fungal Lord and I'm pretty much done with everything necessary for this expansion. Maybe an odd epic here (Fal'dorei Strider, Psychic Scream, some stuff for Dragon Priest - maybe even Dragon Soul) and there, but atm I've got everything essential.
Got a lot of epics (didn't count them though) including 6 Corridor Creepers lol. All in all I got very average drop rates (almost exactly 1 per 20) which isn't great but isn't bad. Much, much better than when I pre-ordered Journey to Un'Goro.
I opened a little over 50 packs and I received 2 Legendary cards from the packs. It is a terrible open rate, but within the established standards of the pity timer. It sucks, I feel I can't do much, but I opened both Rogue Legendary Sonya and Kingsbane, and both seem viable. I also got Woecleaver as the free legendary weapon. didn't really experiment much yesterday. I modified my tempo-rogue to include Sonya and climbed six ranks from 16 to 10 in a small number of games. I like Sonya, she can create interesting board states.

complete joke. Waste of money. Literally every "fun" deck AND competitive deck requires me to craft at least 3K worth of dust and none of the cards overlap so I can't craft 1 deck and then I could use those new cards to play a different deck because every class has 2 legendaries and most of them go in the same deck together. I'm still missing like 16 rares too, which is absolutely disgusting. If you spend 50 + dollars you should at least get to play all the rares FFS. I got like 5 legendaries, but they're all extremely boring: Mage, warlock, druid, and shaman weapon, and warlock legendary..... How the hell are people supposed to be F2P anymore!?
It used to be that a card came out like Dr Boom or Justicar Trueheart every expac that you could craft and use in almost every deck you played, but they stopped doing that. The closest thing to that is The Darkness which you solely play to counter raza priest WHICH THEY REFUSE TO NERF.
If you compare hearthstone to competing games like Shadowverse, it's a total joke. In SV, the legendary % is more than twice the amount as HS and on top of that, theres 8 cards in a pack. Yes, you can put 3 copies of a legend in your deck and decks contain 40 cards instead of 30, but it's still a huge improvement and still feels amazing to open a legendary from a pack. The people that made it literally nerf the "best deck" EVERY month so the meta is constantly changing, unlike HS which had the same 3 decks represent like 2/3 of ladder for 3 months straight.... Oh yeah and getting gold is waaaaaaay easier in SV and they give you 10 free packs every time the game gets a million new players and 10-20 packs every time theres a new expac. WOW 3 packs blizz, THANKS..... Ive spent 6$ on shadowverse and I can play/craft more current decks than in HS right now and I've spent well over 500$ on HS..... Fucking disgrace
