First and foremost, I actually have really terrible luck when opening packs. For example, in Knights of the Frozen Throne, not including the free Death Knight we got, I actually only got three Legendaries from my 50 packs. It's always been like that for me - I always have to craft the cards I want or need. And that's a boon that Hearthstone has. I've been playing TCGs for like forever now, so I'm fully familiar with the score by now, and I deal with it.
BUT! Something very fishy happens whenever I buy a Blizzard collector's edition. The first one I got that had free card packs was Diablo III Reaper of Souls. (For those not in the know, Blizzard collector's editions always include a card with a redemption code for three free classic packs. The only one I don't know about is Overwatch as I didn't buy that one.) Right off the bat, in the first pack, I got a golden Velen. Awesome! Right! I thought so too!
Then some time passed and I picked up my copy of Warlords of Draenor - again, the CE. I'm a maniac for Blizzard's CEs! First pack, Malygos and Onyxia. Humble legendaries, but still....two of them! Third pack.....Hogger. So, in terms of Legendary pulls, pretty mediocre cards. But still! THREE PACKS THREE LEGENDARIES! I didn't even consider complaining, even though I already had a Hogger and Malygos, hey, 800 dust!
Then some time passed again. Out came Legacy of the Void! I actually thought it a disappointing Collector's Edition. It was $90 and it contained fewer things than the others.... Blizz being kinda greedy and all. But, whatever. I went ahead, redeemed the code, opened the packs.....and a golden Sylvanas on my second pack. I raised an eyebrow to be sure.....but, FUCK DUDE! Golden Sylvanas!
And, well, came today. I had WoW Legion for a while but I couldn't pick up a CE since it was sold out on Amazon. By act of pure miracle, I discovered yesterday that my local Gamestop actually had three in stock (I live in....Florida. It's all fucking old people here, so stuff doesn't sell out readily I guess). I pick it up without hesitation (again....freaking $90 for less swag than before...), and today I got around to redeeming the HS code. Third pack......golden Cenarius.
At this point, I'm fucking godamn sure something suspicious is going on. Ain't NO WAY I can keep getting such consistently good pulls from the same sources unless there's an algorithm at work with regards to those codes. Now, I'm not complaining....I got three golden Legendaries out of all this after all! But I can't help but feel it's kind of maybe a ploy by Blizz? For example, free packs are enticing to people who don't play HS! They try it out, they get amazing pulls, and they themselves are pulled into it thinking they'll get the same kind of luck.
I'm not denying that "redeemed" packs would have better content because i can't prove it, but i can give some counter weight lucky pulls i've got with normal ones.
Right after KfT launch i did a megafail and bought 13 un'goro packs for gold thinking i had bought kft ones. Turned out it wasn't a bad move, opened 4 quests back to back, one of them golden roughly around 4-7'th pack
Another funny situation was more recently when i opened golden alextraza with a tavern brawl pack, then next week got an Ysera with the next brawl pack.
All in all i think it boils down to simple good old luck.

It's just luck. If you flip a coin enough times (millions of players opening packs), you get heads 13 times in a row (getting a lot of ledgendaries from certain packs)
I think luck itself relies solely on the persistence of people that spend time with it, whatever that thing is. Granted, you can disprove this by simply looking at people who are attached at the ankle to Casinos. Still, I feel like having faith in a fun product generally rewards people, somehow. Before Yogg was available to people to start playing with, I sung the many praises of what Yogg could be, having faith. My first pack with my Old Gods preorder, I pulled a Golden Yogg.

Assuming it's your first 50 - 3 should be slightly above avg? You're guaranteed one in your first 10, so the average for that first one is under 10, then an average of 20 for the next two?
Un'goro was before the change so at the time it was just 1 per 40 guaranteed. Still results in 20 on average (the '20 average' was also pre-change) so 2 on average, 3 above average.
Really with the change 2 is still average. It's just that in a 50 pre-order you're now guaranteed at least 2 (within the first 10 then within the next 40) and now 3 is still 'average' at maybe a 50% chance or so of getting it (1 in first 10, then average of 1 per 20).
The OP's results are enough to be interesting but still are within random grounds. If this prompts folks to want to test things out then that's VERY understandable, but we're talking "Suspect was in town when the murder happened.. hmm." and not "suspect was dragging the body around town going ' I FINALLY KILLED EM!'".
After redeeming a code a while back I can state that I did pull a Sylvanas out of the third pack so there is something to it.

Stopped reading when you said you got "really unlucky" with only 3 legendary in 50 packs. I hit pity timer on pack 10,50,90 during KFT before I gladly stopped eating gold on that shit. Had to spend 14k dust to get most of the good cards, and I'm actually still missing lich king, rogue dk, priest dk, and many epics. Thank god my 3 legendary were 3 mana Prince, archbishop benedictshit and garbage warlock discard legendary
