Did you get one in the first 10 packs? If you really didn't get any in the next 40, address this to Blizzard. It's a bug.
You basically missed two pity timers, one of which has been flat out confirmed as in effect by blizzard. At this point it's an official bug.
Go to blizzard's support, tell them that you didn't get a legendary after the first 10 packs. They've already shown that they'll compensate for such matters.

People have spent months, literal months, spending their entire day just to constantly do stuff like this. Sadly, 'waste of time' is not really a defense anymore. People are crazy.
Convincing us will be both impossible and worthless really. Without proof we have no way to tell if it really happened and the only reason we'd believe it would be blind faith. Meanwhile, it doens't matter what we believe. What matters is Blizzard and they can prove the situation on their end.
Note same goes for the 40 packs afterwards. They do NOT confirm the '40 pack timer' so they won't immediately compensate if you could prove that you got to 41 without a pack. HOWEVER, they can tell if your probability is messed up and, thus, caused you 'not to get the cards you should'. If they see that, they'll compensate for that as well.
In the LEAST, the 'first 10' WILL be deemed a bug so you have a ticket going. Don't bet the farm on it but you MAY be compensated for the longer run as well.
I opened 86 packs since KFT release and only got 2 legendaries. Guess I'll prove within the next 4 packs if the 40 pack legendary timer thingie actually works.
You guys know that it's impossible to prove that you opened 52 packs in a row and got nothing, right? He'd have to record every pack opening, and even then, he could just cut out the part where he got a legendary. From what I know, the pity timer is still bugged, and people are still getting 2000 dust refunds.
I'd open a ticket - if you are sincere on this and it genuinely happened then yeah, definitely highlight this to Blizzard ASAFP.
I have no idea of the inner workings of H/S and how Blizzard monitor such things but I would guess they know how many packs you have opened, which type (classic, GvG etc.) and the quantities of each. Personally I haven't got a clue how many packs I've opened since I started playing but it's a shit ton and for the most part I've been happy(ish) with what I've got out of them. Apart from the 3 Mayor Noggenfoggers I got from the last bulk lot which felt like a big stiff kick in the plums.
The sheer fact that you are actively defending your point makes me believe that at least on some level you either think or know that there is an actual issue here. Forgive my rudeness because trolls do exist and love making up BS bugs, and pretending like Blizzard hates them and what not. You seem genuine though, so yeah, do as others have recommended, open up some kind of support ticket with Blizzard. They can fairly easily track things like packs.

It has been moslty confirmed by Blizzard when they officilaized the rates of cards rarity requested by the Chinese's law about gambling.

Just opened my third legendary in my 89th pack, so we're still inside the 40 pack timer.
Even if they did remove the pity timer why does it really matter? I remember as a teen hoping to get lucky with every MTG pack when going to the card shop. No one ever expected the store owner to just hand them a rare card for buying a certain amount of packs. It should be about the thrill of getting something nice on a rare occasion. So many people clouded by this legendary loot pinata era.
Why are the people such pricks to the op? We are talking about Blizzard, their pity timers often gets broken. Just last month they had a huge pity timer bug and everyone got 2k dust. Is it so hard to believe that they've done goof again?
