I think 80 packs generally gets me what I need, and then fill in the gaps with dust. I can not play all the decks immediately, but generally some of the new decks do not work out. Generally speaking, I do not buy new cards with dust for a week or two.
Even 100 is enough I think, I recomend you to invest the rest in arena because in the long run it gonna provide you with more dust than the packs and you're going to get some of your gold back
Depends what you mean by competitive? If you mean being able to craft every single competitive deck then probably? But it depends on how many of the legendaries are good... I only open like 30-40 packs at the start of new expansions, which is just however much gold I've saved up by then and I've always been able to make multiple "competitive" decks so 200 is wayyyyy too many, unless you're a completionist in your collection.
"To stay competitive" we don't really know. Depends how many KotFT legendaries/epic are played in meta decks. We could end up in a meta where very few of them are played. If you want to start off with a good chunk of the expansion, 200 is a more than enough. You will get all commons, all rares, most epic and, in average, 10 legendaries which is almost half the total. And a lot of dust.
Anywhere from 50 to 100 should be all that you need. That's all I get at the start of an expansion and I'm able to stay competitive even with the control decks I like to play. 200 seems like overkill.

I have about 10k dust and will have around 150 packs to open and I am thinking it'll be more than enough. Hope you get what you want.

You will get around 6 legends from pity timer. Not counting the first one in the first 10 packs

Bad jokes aside, with no duplicates legends and the new outcomes I think 100 is enough, don't much "must have" legendarys in this new expansion.
