My gf want to start playing. Are classic cards the best to start with? Or should she focus on the new xpac or even ungoro? Please explain why she should choose those particular packs. Thanks!
Generally Classic is the best to start with. The cards are still used generally and they will always be there (or if they get removed, you'll get the full dust for it). Thus Classic is a good start.
After that, I'd aim for current year's sets (Un'Goro/Knights). Probably Knights just because that'll be what's hyped up but both are equal in future value.
Sidenote, this is a great time to start as they had JUUUSTT changed the way rarities are handed out. Now, she is guaranteed to get a legendary in the first 10* packs of a set. Thus I CAN see the idea of opening packs of each set until you get your first legendary, then following the above plan. This was just added so we're still hammering out strategy.
*= We're seeing a few people not get a lgendary in the first 10 packs. Myself I had one set wait till 13 packs while the rest in the first 10. A few are reporting seeing nothing in the first 10. Again, this JUST happeend so no clue what's going on, though I'm guessing a bug.
Sidenote: If you have been playing for a while this change seems to be affecting you too. Though note the 'first 10' is packs AFTER the change last night. Again, a few are reporting it's not working so there's some risk till blizzard chimes in, but there you go.

If you want to open some expansion packs, stay away from Mean Streets of Gadgetzan and Whispers of the Old Gods (because they rotate early next year) and open Un'goro, but classic first IMO :)

classic and Old Gods I would say you can try building cheap Cthun decks for standard but ungoro is a useless set for new player cause the quests are nearly all bad and you need to have high quality cards to make the quests even work.

You only need one legendary (though having Curator also helps). But you need 6 epics (2 brawls, 2 drakes, 2 fishes). That's almost the cost of 2 legendaries in itself.
And all that for a deck that may turn out to be crap next expansion.
I'd just focus on classic for now, at least until 2 weeks into the new expansion. THEN you can think about trying for whatever decks are interesting.

3. Wait until Frozen Throne Launch (Between now and Frozen Throne, just have her play around with what she has and get her feet wet in the gameplay mechanics. This will test if whether or not she even wants to continue investing in the game. Try training her against the Inkeeper in Practice Mode or use that free Arena ticket, for example).
Things to avoid:
1. Gadgetzan (Overall weak expansion, but If you'd like to get 10 packs for the legendary, go for it).
2. Un'Goro (Many of the legendaries are Quests, and they all require a big card collection to make work. Plus, the Warrior and Mage Quests are the only ones with promise at the moment. Again, if you just want to get 10 packs, that's totally fine).
Don't sweat next year's rotation. It's a whopping 9 months away.

Most importantly, play what you want. Don't feel bad for playing Pirate Warrior when you are a new player. It helps teach you the basics of the game.
Also a word of advice. If people send you friend requests in game, they are probably going to mean or rude. Not everyone of course, just be prepared for it.

Disagree with the arena part. I'd play constructed and brawls to farm for gold through wins and quests to save up for arena runs. You have a better chance at winning arena runs because it's random cards. You always get a pack and a random reward based on your wins. Learning arena is completely different from learning constructed and reaps much greater rewards. If you can manage to scrounge an average of 7 wins, you can play arena for free because you get the gold refunded plus some change. It also doesn't matter where you start because you have to learn the cards one way or another and you have a wider selection of cards to look at through 30 random drafting and what everyone else drafts instead looking at secret mages and aggro Murloc Pali all the time.
make her open packs from a set 1 by 1 until she gets a legendary (there's a guaranteed legendary for the first 10 packs of a set a player hasn't opened yet), then make her repeat it, with another set, once she has one legendary of every set she should start buying classic packs.
I'd alsor recommend her to stay away from Arnea until she gets better and more confident at playing, and even then Arena is a very iffy mode to save, those guys that say that make all their packs and earnings from Arena, yes that's nice but those are 3 out of 20 players, sharking and predating on the other 17 so yes...stay away from Arena for a while.

unless they want to be the best they can be.

I wouldn't bother trying to start new in hearthstone
every mode is awful, full of the same decks,and its pay to win with no incentives to climb the ladder
elder scroll legends is a lot better if you want to start a new card game
