I didn't see this posted, so here's the news and what Ben Brode said.
Today, Blizzard announced some major changes coming to how it gives out cards in its popular digital card game Hearthstone. These changes are aimed at providing a wider variety of cards for players and cutting down on the frustration of not getting the specific cards you want.
Beginning with the release of Hearthstone’s next expansion sometime later this year, every time a player opens a pack to discover a legendary card, it will be one they do not already own. Within the first 10 packs you open, you are also guaranteed a Legendary.
“Opening a legendary should be exciting,” said Hearthstone game director Ben Brode in a video about the news. “We think this change should make it consistently better.”
Brode went on to point out that if you craft a legendary using dust from cards you’ve disenchanted, you’re guaranteed to not open that same legendary in a pack. This should allow players to craft the legendaries they want without any fear of being given one a week later and feeling like they wasted dust, money or time.
I would hope once you own them all it would go back to letting it be random so they aren't cheating you out of more dust but to me it sounds like once you have them all you won't see them anymore and you lose out on the 400 dust from them. I wonder if they'll count golden/non-golden legendaries as the same because then you're really cheated out of dust if they do :/

Actually once you own a copy of each legendary, golden or not, all the legendaries will be put back into rotation golden & non-golden for you to get dupes.
The downside to that is that if you find/craft a legendary card you can't get a golden version from packs until you own all the legendaries from a given set.The same also applies in reverse, meaning you can't find a normal legendary if you crafted/opened a golden one. It's a welcome change but a bit of a bummer for me 'cause i'm a collector.
Not really a downside. You'll still get Golden Legendaries just as often, they'll just be rerolled to ones you don't have yet until you have all the types.

Shudderwock means driving a clown car in circles around your opponent while he swings his sword at you. Half the time he chops you and your car to pieces. The other half you park on his legs and 40 clowns come out one by one, trampling him to death.
New rule of thumb: don't dust ANY legendaries from a new set. Later, once you've definitely stopped buying packs because you're saving for the next expansion, dust the bad ones.

Oh shit. Also was pointed out, this "guaranteed legendary in the first 10 packs" applies per set. So if you're brand new and buy 10 packs from each set, that's a guaranteed legendary from each set.

Life before death. Strength before weakness. Journey before destination.
It's about time. I was so disappointed when I got a 2nd Patches on my f2p account after having crafted him the month before. 1/5 chance to get a dupe, and sure enough.
Now let's get to work on non-triplicate Epics. The same pack I got Patches, I also saw the glowing violet only to find my fourth Piranha Launcher. So many missing Epics, so many triplicates.
Having received two of the craptastic lock quest cards in the opening of 64 packs on the first day of Un'Goro, I welcome this news, to an extent. I think I had a pack with three or four of the same commons in it as well.
I also had a lock and pally quest card within the first 10 packs. My luck. Pyros, Kalimos and a crafted Lyra from all the dust (just under 2k) made up for it.
Debating on taking advantage of the 20 Un'Goro packs for $20. Would mean I could farm gold or another set for dust/epics/legendaries I don't own for a month, as daily quests net about 15-20 packs a month. Even it was just 800 or more dust, it would help for the upcoming expansion or to get some select epics or a legendary.
But I am only missing about 26-28 Un'Goro cards. Only a handful of rares missing, rest are epics and legendaries. Elise, Spiritsinger Umbra, Priest and Mage quests, a second Blazecaller, Curious Glimmerroot off the top of my head are the stuff I'd be looking to land.
It will not longer be possible to open more than 2 of a Common, Rare, or Epic card out of a single card pack. You can still obtain dupes in other packs of course.
In addition, you will never open more copies of any card in a pack than you can use in a single deck—no more opening three or more of the same common, rare, or epic card in one pack!
Does it mean that each pack is going to consist of AT LEAST two commons, two rares and one epic? And if so, how much is that in dust?
No, it just means you cannot open 3 of the same card. I assume you are still guaranteed at least 1 rare, but you won't see any more 5 duplicate meme packs.

Never really had one of those actually, that's why i'm asking.

So say we have all non-gold legendary cards. does this mean we will start getting gold?
no
Shame
That's a bit too much :D. I'm very pleased with the changes they will be implementing especially for new players and for people who don't pay money, it will be much better. Thus, everyone's gonna be happier.

You forgot to mention that you are guaranteed a Legendary in the first 10 packs you open for each new expansion.
