hope you draw well, play on curve and keep board control as best as possible. Also being safe is a lie, pirate is notorious for top decking lethal, be lucky.
It depends on too many factors. Current board state, what your deck is, what specific cards yo have teched in. Too many variables to give a meaningful answer.
For example, IF Mage, IF teched in early board clears like Arcane Explosion or Twilight Flamecaller, may be worthwhile mulliganing hard for them to begin with. IF. That's a bunch of IFs and that's assuming one class in one situation.
If you're looking for general advice, research the most common PW decks, see what their early game plan is and see if your deck has counters for it (either with clears, specific techs or can push for board control some other way). Make changes accordingly.
Probably not that useful but without more, specific info, not much more could really be said.

If you're meeting a lot of them tech your deck with Gluttonous Ooze and Tar Creeper - i thing those two are best cards to counter early aggression. Ofc you could play even with Golakka Crawler also, but this one is only helpful with PW (sometimes with some Rogue or Shaman variants vs. Patches or Southsea) and is almost useless vs. other match-ups, Gluttonous Ooze and Tar Creeper however can be useful vs. different decks also.
And as they said - keep tempo, don't keep cards for value - your job is clear their board and keep your heal on highest possible level. ofc it depends what deck are you playing.
Generally, you want to clear their threats early and often while minimizing any damage you may cause to yourself.
If you have removal that can hit something larger than a 1/1 and the open with some 1/1s you might want to save it for a 3/3 drop. It's a close call but I've let the 1/1s come at me and benefited when I could remove the bigger threats as they came out.
There are only two ways to beat them and you need to know which your deck is better at.
1. Surviving until they are into draw-play mode. If you can survive that long with 10 or more health, you have a good chance of stabilizing and winning.
2. Smashing them before they smash you. If they don't get a hot start and you do, this is quite possible. If you can make them afraid of lethal they may turn their weapons on your minions and that tends to actually snowball them down rather than help them.

Play Stampede Hunter with Golakka Crawler. Not only have I found the deck superior to Pirate Warrior in terms of raw face damage (they have very few options for dealing with the spammed 1/1s without getting rid of their own face damage), but unlike other decks Golakka Crawler doesn't lose its value as a 2-drop in Stampede Hunter if you aren't fighting Pirate Warrior. And even without Golakka Crawler the deck still dominates over Pirate Warrior-an extra 1/1 with charge on turn 1 and a buttload of weapons still aren't as OP as being able to dump out your entire hand in a single turn and get so much value off of it you can basically transform into a Midrange deck with late game survivability and/or tempo (preferably survivability against Pirate Warrior, but RNG acts on its own will).
Playing as Priest? Keep that Potion of Madness in your opening hand, plus whatever taunts (costing 4 or less; Wyrmrest Agent was perfect) that you can manage to pull.
Never be greedy. Play eviscerate without combo. Tempo out a Defender of Argus with no minions on the board. You only have 4 or 5 turns to decide who wins or loses you can't hold for value.
Other than that. Try not to get too salty. Sometimes they will just win and there was nothing you could do about it. Thankfully, there are less of them around now.
Should i save my removal for later for value or immediately to stay safe?
Remove as much as you can as efficiently as you can. Try and deny then the bloodsail cultist value whenever possible. Fight like hell for board and hope they don't draw into burst/charge. You will sometimes lose because they have so much direct damage from weapons that you can't really contest, but that won't always happen.

Immediately. They run out of fuel if you stay even on board.

You also need to drink a lot of water, so you dont get salty when losing.

I stopped playing Maiev because each time she concedes she says "Smart moves..".. I really can't stand saying that to a warrior of any kind
Im usually fine with quest warrior bcz of taunts, paladin bcz of heals and taunts, sometimes lucky with elemental shaman bcz taunts
