Even with a 60% winrate you rank up very slowly, everything depends on how good your winstreak is. So if you are unlucky and can't manage to get a streak going, its hard to get out there past any ranks.
Hell, even with a 7/10 win rate you can get a low end of only 4 stars if you don't get a streak going. When lucky and you win 7 in a row you gain more then 2 ranks. So streaks are insanely important. Beeing unable to rank is obviously you are strugling to get more then 50% winrate. So you might want to change some decks and try other things.

Im very much the same as the OP - I usually get as high as level 10 or 11 per month, but then fall away when quest chasing or just trying out other decks.
I would love to get to the high ranks, but I know you need to really grind - sometimes hours per day, to do that. And I don't have that time or energy to do it. So I have to keep my ranking expectations realistic...I have a win rate of c 55%, but as said, that will include quest chasing decks where losses are inevitable.
So if you are grinding every day, using well published decks and understand them - then there are bigger issues at hand. But otherwise, I think youre maybe expecting too much and learn from what doeken has already said - I think he is bang right.

We all have different play style and preference, the most suitable deck you can have is the one you custom made for yourself, if you keep improving you will get legend somehow.

When you're playing do you ever think about what your opponent might play next turn? Or do you just play what seems like the strongest card every time?
I'll bet youre main issue is that you don't play around your opponent. I used to do this too. I would never stop and think "if i make this play, what could my opponent have that could counter it?"
Once I started thinking that way i made huge progress. Now i regularly get to rank 4-5 and with more experience i have no doubt i will reach legend.
Another vital thing is knowledge about all the most popular decks in the meta.

This is why I complete quests in wild and ladder in standard or vice a versa. That way wherever I'm laddering is not impacted.

Here's my experience with it. From rank 20 to rank... 12ish, you experience a different meta than above it. I had, previously, way more success with an Astral Druid deck, which was my fastest way to rank up in the early ranks. So I would use your favourite deck you know exceptionally well until rank 12. From there, you have to follow the advice that's been given here, especially by aeson88, which is very solid advice.
What decks are you playing. I would suggest either Freeze Mage or Taunt warrior to climb with if you want to reach rank 10. Games will always be up and down, even when favored, sometimes you lose the coin flip.
Sound horrible to say, but ranked is not the place for "try outs and only for fun" kind of decks. Not unless you goal is to actually climb. Ranked is where you pitch the best decks vs the current best decks (meta). Just the way it should be and will be. Best suggestion, don't let an imaginary block such as an "honor codes" keep you from playing efficient decks on the ranked ladder.
If there only was some kind of decent WiFi here, I would have guided you via Discord or something because I'm really bored and not allowed to leave :D.

Hey, don't feel bad about not escaping rank 15. I find it is harder than any other expansion to escape it clutch due to so many good decks that don't require skill. It is the point where the majority of decent players end up.

The meta changes at different ranks: between 15-10 is not the same as rank legend meta. If you are use to watch pros' streamings don't consider just net decks, but your opponents too: if you have 2-3 different kind of tier 1-2 decks try to notice the meta at your rank to pick the best list to counter your opponents. After a 5-0 with a quest warrior (from 15 to 12) because of the meta full of PW i've lost 3-4 matches because 2 ranks higher meta was different so i've used a miracle rogue and i'm 14-2 (from 12 to 7). Don't give up!

It's from Nagi no Asukara.It's a great series that has cute art style but deals indirectly with racism and ignorance.
My advice at first is to pick one and stick with it. All decks have a good chance to work, but you will not become good if you keep swapping.
I usually play around 20-30 games before I decide if a deck works or not. Quest warrior, Elemental Shaman, Midrange Hunter and Plant Rogue are all proven decks to work with. Elemental Mage is a 50-50, play it if you feel confident with it.
Quest Shaman, Quest Priest and Quest Hunter are not that good of a deck to play with, it is not consistent enough (yet). Quest Druid is garbage tier, don't play it.
