Given that we know they DO mess with packs to make it so the pity timer comes into action once you open the 40th pack without a legendary, would it be too far fetched to imagine that there are other "timers" or "rules" happening at the same time? I think it might be the case, and here is why. Keep in mind that whenever there's a new expansion I always get together with friends to open the packs we've pre-purchased, so my sample size is a bit bigger than just me, probably still anecdotal, and this I why I'm suggesting it could be the case, not stating it is.
For a -very- long time now, I have been observing patterns when I open bulks of packs. This happens a lot, but I'll give the most ridiculous example: after we got rewarded our free packs due to the bug in the release of Mean Streets, I opened 2 Kazakus in 14 packs (I keep a record on legendaries I open). In the vacuum that information could be filed under "pretty damn unlikely" and you would call it a day, but given that it happens so often to me and my friends, to open multiple copies of a card, even if they're epic or rare, when bursting several packs open in a short period of time, I have to wonder. What I'm suggesting is: there could be periods of time when you're more likely to get X card(s).
What if the pack bug in means streets happened because the tri-class card screwed up some "rule" we're not aware of? If so, this could be exactly the rule that creates the phenomenon I'm describing, of getting multiple copies of a card when opening lots of packs in one go. Also, what if the impression people got that there was a low rate of legendaries has something to do with those "rules"? Just trowing it out there.
Anyway, today this happened again, to me and my friends. Multiple copies of certain rares and some epics coming very close together and various ones we got 0 copies of. Just now another friend sent me his legendaries he got on packs he just opened, and 2 Ozruk were among the 5. Don't feel bad for him, he got a golden Sunkeeper Tarim, and he regularly gets golden legends... I got in 2 my entire HS career, since GvG launch, lol.
I'm wondering if people who got fewer legendaries opened packs closer to the release of the expansion, because I did, 26 shortly after the packs became openable and had 0 legendaries and 4 epics. Kept 50 to open with friends, about 3~4 hours later, and out of those I got 4 legends and a way higher average of epics.
So, what are your thoughts? Have you experienced similar phenomenons?
TLDR; Maybe there are other rules besides the pity timer that influence what you get in packs. Maybe sometimes those rules create problems, like the one that happened in Mean Streets and what we're assuming could be one with the release of Un'Goro.
PS: I don't think that those rules would necessarily be rigged against us (the pity timer isn't, after all), you could argue it is good to get multiple copies of cards to complete sets, for example. So please no unnecessary drama regarding my saltyness and how I have to complain about everything. I'm just putting this out there to see what people think.

Tracking services aren't the only tools people are using to track their packs. You didn't need to use one to notice that you got multiples of a legendary. Honestly, noticing a repeat of particular cards is going to be easier than keeping track of your packs enough that you NEVER get past 40 packs without a legendary, especially since over 90% of the population don't buy more than 120 packs.
We KNOW they dabble into the way cards are handed out since the pity timer exists. However, it's very easy and VERY common for folks to create patterns out of casually observed data and low sample counts. It's why such data tends to be considered poor quality.
The point: If you feel there IS a pattern here, simply telling us the theory isn't going to do much. You need DATA. If you want to get serious about it ask for that data from A LOT of people. In your case, a listing of when people opened packs and how many particular cards they obtained. Then get someone well versed in statistics to crunch the numbers so that they can tell you if it's statistically significant. That's how you get past 'conspiracy theory' and into a real finding. That's why we roll our eyes at folks who sware, SWARE that matchmaking is rigged but harshly defend the existence of the pity timer.
Out of 85 packs I've received 4 Legendaries (Ozruk and 3 different Quest cards), around 15+ Epics, a lot of Rares and over a dozen golden cards. I did get like 5 or 6 Obsidian Shards and had 200 duplicate commons dusted, but I don't think it was bad and rigged tbh. Around 1 Legendary out of 20 packs, which is pretty standard for me.
There are only two options - you just got manhandled by RNGesus, or... git gud :P (j/k j/k)

Yesterday, Kripp reviewed the number of all the cards he oppened, and everything was allright, no dispropotions at all... the thing is if Blizzard messes with cards drop rate, what prevent them from messing with cards drop rate of certain account? Everything is possible!

this game is shit and I'm glad to have opened 114 packs for free, when it would have costed me 120e for getting half of the expan, i will never spend anything in that crap when I see how bad it is rewarding for such a simple and cheap game that should cost no more than any other bathroom divertissement, we should get 200 packs for 50e it worth no more.
When you consider that in the words of blizzard " we have all the advantages of a digital card game" card pack opening apart from the pity time has no other effect.
Settings like no duplicates in a single pack i had 4 glaivzookas in a single pack once.
No more than 5 duplicates of a card ever in a pack.
Maybe even a slightly more expensive card pack with a guarantee that you will always get cards you do not posses.
It seems simple but id guess that blizzards response will be "you get dust for duplicates"
I'm very disappointed. Un'goro is my first money investment in HS and I was very excited. Opened 58 packs and got 2 legendaries, the Priest and the Warrior ones. I didn't even get a quest.

Out of the first 80 odd packs I opened, 3 out of 4 legendaries I got were Voraxx (http://imgur.com/n4ryvOG).
