Filler cards are REQUIRED for an expansion to be good.
If you don't believe me then here's a good question to ask: if every single card is basically required to be put together with at least one other card to be good... how the hell would arena be played?
These are all cards I just listed that are just what you said is a case of cards we wouldn't get. Filler cards 'fill out an expansion' with vanilla or simple cards that allow you to use them for simple tasks.
Sometimes they see constructed play, sometimes they don't. But they all show up in arena, limited formats and budget decks. That's a 'real' filler card.
What the verbal minority of the Hearthstone community complain about is random arbitary things that fall under the category of 'I don't like this ,remove it please okey thanks I won't play the game anymore fuck Blizzard for being a company'. That's the entire thing that folks complain about, not filler cards. Folks that do complain about 'filler cards' fall into the category of what I just said and I will let you on a secret... that category of people, lack objectivity and are selfishly stupid.
So there will be filler cards in this expansion and we have already seen at least 1 of 'em.

Actually when people complain of pack filler cards they are not complaining about good stand alone cards. They aren't talking aboutdeck filling cards. Pack filler is stuff like worsen greaser. Strange started, generally bad with no obvious build around potential. The stuff used to fill out expansions. Sure they may or may not be useful in arena. But the really boring useless cards are what people don't like. People want the cards to able to fit some roll even if it's just fun or memes.

You should play more games because then you'll realize two things:
1. Yes my definition of 'filler cards' is correct because...
2. Other games uses the exact same defintion.
Azure Drake is a filler card because on its own its just amazingly efficent. A card that stand on their own and serve no real purpose other than to be solid/good is a filler card. If the definition of 'filler cards = bad cards' then I would need to ask the question of what makes a card good or bad?
Hired Gun is not a good constructed card but in arena... it does tremendously well and the same thing applies to Pompous Thespian.
Arena is played by putting cards that are 'good' together. That may seem ambigious but that's because it is ambigious.
Long story short because I don't feel like going more in-depth with someone that litterally just replied with a 'I disagree with you because your definition is sensible' ... look up a deck type called "Trash" or "Garbage" from Magic the Gathering. The deck was built soley on the principle that each card in the deck was so individually good at what it did that no synergy was required. And apparently that deck got top 8 or 4 or maybe even won some big tournament back in the day; point is... how folks describe the deck? Full of filler cards, the best ones of its era.
I don't know where you got that definition.
A filler card is a card here solely to inflate the number of cards in a set, i.e a card whose purpose basically is to not to see constructed play. They are tremendously easy to make and artificially lower the value of packs, because when you get them, you basically only get dust, that's why everybody complains about them ; They're an anti-customer practice.
Hired Gun is a perfect example, because you can bet your ass no player worth their salt has ever put this card in their deck thinking it was the best choice. Your argument about Arena is backward ; Arena decks don't contain the best cards, they contain the best cards each from a selection of 3 random cards ; if you get to choose between Silence, Purify and Power Word: Glory, you will pick one ; That doesn't make it a good card in any way.
Any time you bring up an example of a card that sees play in Constructed ( Except if it's by devious means like having a broken, unforeseen interaction ), it cannot by definition be a filler card.
And that's the same in other TCGs. In fact IIRC filler cards in Magic aren't even cards, they're litterally blank spaces on the large sheets of paper on which cards are printed and that, because of human error, are put into packs.
But even if we say that other TCGs use "filler cards" in the way you use it...What does it matter ? This is a Hearthstone forum ; Hearthstone linguo.
Ask anybody, Azure Drake is the absolute anti-thesis of a filler card. Just Google it FFS, that's not what filler cards are.
Maybe that's why you're hell bent on that "EVERYBODY IS WRONG AND I'M THE ONE SEEING THINGS RIGHT" stance ; Simply because you're using the exact opposite of the definition everybody else is using ( Which makes you wrong, as words are nothing but what people understand them to mean ).

I've a few points to say in response:
1) You only described what filler cards are, you didn't elucidate why they're needed, just said "for simple things" and something about arena, that's not a valid argument, with all due respect (and not much is deserved, since you call everyone of the opposite opinion "selfishly stupid"). By the way, your argument about filler cards needed for budget decks makes NO sense, since a card being filler doesn't determined its cost, but its rarity does lol
2) Let me explain to you why filler cards are nothing but bad: A filler card serves no purpose other than to be what its name suggest "fill" the expansion with cards that devs didn't have time to make which would otherwise be complex and interesting. They don't aid or bring a positive change in ANY WAY, other than (maybe...) giving really new players tools that would be more easily understood. Take into account that MSG was the third expansion so far, and that only the people who play somewhat seriously either pay real money or grind allot in order to get those cards, such players don't need/deserve these "simplistic" cards. Furthermore, such cards won't be played unless they have better than Vanila stats, and then it's just power creep, and even THEN, they don't help diverse the meta in any way, just make it more simplistic and dull, especially in the slightly higher ranks.
People should really think twice before liking a long post, because just because it's long doesn't mean it has anything intelligent written in it /:

Just for you im making a deck running wisp as a key integral part and taking it to legend. Maybe it might work with rogue, its better that 90% of the cards rogue owns.
It's about as realistic as his opening comment "let's nerf everything!"...it took three months to change two numbers, as if that was enough to fix an unbearable meta.

People are always getting mad on Ben Brode's decisions, that's just a joke related to it, he's acting like an idiot when he says that.
