Oh they're definitely playing games with all new cards as we speak, how else do you balance them? They have talked about a new expansion with over 100 new cards, they don't just pick them out of a hat!
Listen, if I ever became a game developer, I would be drastically behind the cycle.
I would make extremely vague and suggestive hints about the next upcoming update before I had even done anything, look at all of the threads out there of people trying to guess what it's going to be, and then just make the update what the best guesses are. :D
Oh you can bet the devs are full bore play testing and trying things. Naxx has been out for weeks, and they have been adding people to the team, so I'm 100% sure they are busy with both getting those people up to speed and developing as many awesome new cards as they can.
I mean, take a look at some of the crazy stuff we got for Naxx, like Loatheb and Echoing Ooze. You can bet your life savings they are currently trying out ideas just as crazy for the next expansion, and more importantly, making sure the card are as balanced as possible. No one wants to see unbalanced cards or overpowered decks.
I'm sure they aren't play testing and laughing at us though. At best they'll be playtesting and getting giddy about our reactions when we see the new cards. I mean have you seen Ben Brode when he starts talking about new stuff? That kind of attitude is infectious and I'm sure it rubs off on the other guys on the team as well.
The more important thing about this topic is how do we get Blizzard to invite US for playtesting! Would LOVE a PTR style testing environment for Hearthstone so we can help and give our opinions. :D

It'll probably actually happen in time, they have a large userbase and with the increasing complexity and balance difficulty they might have a restricted beta program where they get legends to test out new cards so that balance changes can get expedited before release.
MTG needs to have sets finalized 9? months ahead to account for printing, shipping, etc. time. That window is much shorter with digital download products.
Blizzard has also shown willingness to tweak problem cards and refund dust when doing so, while Wizards can only ban a card and make it worthless in tournaments. WotC tends to keep that as an absolute last resort for Standard format (recently it only happens when tournament attendance drops), so they do everything they can playtest wise to avoid it happening.
Now of course they would be playing with newly designed cards well in advance, but not necessarily as far in advance as paper sets need. I would not presume that they had most of the design wrapped up in the middle of Naxx release for example.

Well, I really doubt that is what is going on. If that is what is happening, the devs sure are good at hiding it during interviews

They probably have a bunch of ideas that haven't been balanced or tested, that will probably change dramatically by the time they get to us.
