I am currently saving up gold to buy a large quantity of packs. However, since I have not opened too many packs before, I was wondering which packs are right for me. Currently, I am tempted to purchase the Mean Streets of Gadgetzan packs in hopes of getting pretty much any legendary in the packs. For a player like myself (with a minimal card collection (only adventure cards, vancleef, and mukla)), would it be more efficient for me to purchase gadgetzan packs than just normal packs?

Depends on how many classic cards you have. If you're missing a lot of important cards in the classic set the it would probably be better to open classic packs, but if you're not missing many then go ahead with gadgetzan.
Classic for sure. Classic is the strongest set in the game and has a lot of staple cards you'll need for pretty much every deck. Gadgetzan is a good investment afterwards. Old gods is decent too but maybe a little less relevant than gadgetzan right now.
You generally have three options, classic packs, whispers of the old gods packs, or Mean streets of Gadjetzan packs. I have a fairly substantial collection, with almost all of the core legendaries, and most of the best cards of each set. I personally recommend that players with weaker collections focus their efforts on collecting most of the cards from the classic set, because this set will never rotate out.
My advice to you is to open classic packs until you you have most of all the classic cards played today (excluding legendaries) and use your dust to craft core cards of your choice. Once you reach the point where opening classic packs yields more dust than new cards I would recommend switching to a new set. For this I personally recommend Mean Streets of Gadjetzan packs, the cards in its cardpool are generally of a higher quality than most, and lots of them see play.
Depends on how large amount you're thinking of. You already have most of the Classic commons so I'd put most of the gold in either WotOG or MSG, and maybe a small amount in Classic.
No point using 40 as a number of packs. Most likely you will have 1 legend and be halfway on your timer to another. I would recommend stopping at 1 or 2 legends, depending on how much you want to spend, and how many of the good rares you get by then.
Don't forget that if you get duplicates then you can get the full Dust value for them if the card gets changed (as opposed to the usual cut-down price).
I mention this only because it seems highly likely that STB and/or Patches might catch a nerf soon (from Brode's comments) so hold off dusting them for now.
Being a blue rare, STB comes up fairly often (I have about 4 now I think), so worth holding onto for now.
honestly id go half mean streets and half classic, youll get a good mix of most of the normal/rare cards and hopefully a few legendaries. make a few decks and start saving for next expantion

If you already have all adventures the only terrible pack is TGT, much crap and useless cards and will rotate soon, any other pack is ok.
If you don't have all adventures go and buy them, the legendarys for sure is much better than buying packs.
