Sylvanas has more synergy in Warlock, with Power Overwhelming or Shadowflame, it can be used as a removal and can be very annoying to deal with as a stand alone. Ragnaros being an RNG card makes it less consistent overall.
I had the same choices when I got a normal Deathwing after my Golden one, and had 1600 Dust after DE'ing the Golden one.
I could have been crafted Ragnaros or Sylvanas, and I chose Ragnaros, because it's very devastating with it's 8 damage, but it's target is randomly selected, and it cannot be redirected by Noggenfogger.
But Sylvanas is hard counter to many things, if I get 1600 dust next time, I craft it.
The advise given is pretty solid and for the right reasons.
Rag is good enough to be kind of jerked into most decks, and sylvanas has great synergy if you want to play control warlock. Outside of that it is hardly used though. And I can't really see it seeing much play out of warlock for the time being.
Ragnaros the Firelord is powerful in a winning position. If you have initiative and you control trades, you have leverage on where the fireball will go, killing small minions and leaving bigger targets for Rag to kill. He can also be used as a finisher, if you can clear the enemy board then he's a 8/8 charge that can help with getting lethal. If you're lucky and your opponent has no answer for him, then he'll just keep chucking fireballs until they do something about it. I've had Rag kill the enemy hero by himself while I just control the board and let him hit the guys face 4 times.
Sylvanas Windrunner is powerful in a losing position. If your opponent has too many minions to handle then Sylvanas can potentially kill one or Two, Take another, then kill another, effectively achieving a 4-5 for 1 trade. She's strong with N'Zoth, the Corruptor, being an auto-include in every N'zoth deck outside of Wild, and many within wild. She has some powerful combo potential if use with cards like Power Overwhelming or Shadowflame. and her presence deters your opponent from playing any big minions until she's dealt with.
I can't decide if I should craft Sylvanas or Ragnaros? I like to play warlock, any advice on which would be better?

Most warlock lists don't run Ragnaros, almost every one runs Sylvanas.
You will most definitely need both in the long run anyway, so you can't make mistake here.

I crafted Sylvanas first but I use Ragnaros in more decks these days. Those were my first 2 legendaries crafted.
Renolock is an expensive deck, and Sylvanas is not good in a zoo deck (neither is Ragnaros though).

I crafted rag first for my reno priest, but whateves.
Sylvanas is not used that much in this Meta but Ragnaros is used more. But if you want to play control/reno warlock, then Sylvanas.
