Let's take it as a premise that Blizzard wants Patches to be a useful card in competitive agro decks, and that the nerf in question would still result in Patches being used in some top tier agro decks.
How about Patches only appears after playing the 2nd Pirate? This wouldnt change the power level of the card much in decks that are already heavily committed to pirates since they're going to play that 2nd pirate anyway and the timing would just be a little different.
However with the agro decks less committed to pirates, players would have to make the choice whether it's worth continuing to use Patches when it's less consistent and you'd probably start to see more variety in the agro decks with more frequent pirateless versions as well as having some pirate heavy builds.
he is not op, he is good only because of new Small-Time Buccaneer but for both cards to be good they should be played on turn 1. Turn 3 or even 2 is often already too late for both of those cards.
So whenever you want to nerf patches nerf Flametongue Totem instead. Patches feels totaly okay in rogue for example as well as pretty good in warrior but still not op on it's own but rather with other synergistic pirates.
small time buccaneer has to be nerfed. how about this: while you have a weapon equipped give this minion +1 attack.
im certain this nerf will happen. its the same story with abusive sergant which got nerfed to 1 attack and juggler with 2 attack now.
blizzard always does the same mistake and make early game minions too powerful...they dont seem to learn from it at all.
if stb gets nerfed it will also "nerf" patches in a way(1/1+1/1 with charge is ok(still powerful), 1/1 with charge and potential 3/2 on turn 1 is just op)

Just delete keyword:Charge and it will be still playable and less op.

Patches isnt the problem. If anything its turn 1 "Who goes thar'!" Then on 2 turn proceeds to equip a weapon and hit you for 3. Small-Time Buccaneer

Another thing that make him feel overpowered in shaman is Flametongue Totem. Shaman can play Small-Time Buccaneer into patches, and on turn 2 Flametongue Totem, then start to abuse buffing totem with Southsea Deckhand and weapons, resulting in absurd damage output on turn 3.
