That's the problem with Casual Mode, it's not a good place for testing new decks.
I think they should change it so even in Casual Mode you're still matched with people around your rank. It would in theory match you up with players of your skill without the problem of ranking down and enable players with basic collections who are naturally on low ranks to play each other in Casual Mode.
Casual does work this way, it's just that it has an entirely separate matchmaking score from Ranked. So if you never play Casual, when you jump in you'll be facing noobs. If you play it for a bit, you'll invisibly "rank up" to more competitive opponents.

It is absolutely not broken. I had the Paladin card quest and spell quest last night on EU server. Made a mono-Paladin deck with the likes of Light's Justice, Humility, and Guardian of Kings (and yes one Tirion from welcome pack and a Lay on Hands). I won 5 out of my 5 games, and most were pretty close. Played mostly Warlocks and Hunters.
I have a great time doing my quests in casual, and I don't see that many hard meta decks.

Casual mode has been confirmed to have an MMR component to it, so the more you win, the tougher opponents you'll face. If all you ever do is tool around with homebrew/quest decks, you'll more than likely only face the same. Most people who complain about casual do so because they rofl stomp it with netdeck flavour of the month decks until they reach the higher MMR sections and start getting smashed by actually good people.
It would be great if you could downvote players who "test decks" in casual ( i.e. try to farm noobs ). Then they would just go test against each other in the pits of downvote hell while everyone else would get to enjoy an actual casual game mode.
This has to be satire, no one would play 22 games of a tier 1 net deck in a single day in casual and say they're testing it.
Anyways if you're serious I feel you. I've been trying to make mysterious challenger work in my wild deck, it's pretty good but I keep running into scrubs who play chillwind yeti and stuff. I find that my best plays are usually, secret keeper into minibot into muster into shredder into loatheb into mysterious challenger into Dr. Boom into Tirion but I'm not positive since I've only played like 150 games in casual and rank 25-15. I've been trying to tech in a competitive spirit but I've only used it for 30-40 games in casual so I can't be sure, I'll probably only run one copy. Where are all the tier 1 net decks? Don't new players know casual is for meta decks only? If they wanna play some stupid homebrew deck or any fatigue/mill/priest/non-miracle rogue/anything tier 2 or lower they should play in a more casual mode, certainly not casual though. I need to perfect my secret Pally before I go into my rank 15 games though since rank 15 is basically the legend of the lower ranks.
Seems you never played arena lately because there's the real cancer going on. I am kinda feeling like controlling the board is a joke there. Curvestone + facestone + rngstone is ruling the place there.

Not sure its broken, but I will say lately have been facing a ton of hunters in casual, like as many hunters as I normally see Shamans on ladder. I think its because people like playing hunter, but its terrible on ladder right now.
I'll take a different tack on this subject. I play casual almost exclusively these days. Why? Because I find the Ranked meta far too repetative to deal with. I'm not a pro and have no aspirations to be one. I find the reward system meaningless so I don't really bother to get much higher than rank 10. I'm a decent player and have enough cards in my collection to build any deck I choose in Standard or Wild. I tend to build homebrew decks that are far from the meta flavor of the month netdeck. Nothing is better than playing a netdeck with my homebrew and watching the long pauses between plays when my opponent doesn't know exactly what to do or what deck I'm playing. Casual allows me to play my funky decks against good and bad players alike. I wouldn't say its a broken gametype until folks bring their tier 1 meta netdecks to the party.
I don't understand why people want to test meta decks in casual. I doesen't matter how many wins you get in casual, since in ranked the deck works in different way. Actually, i dont understand why people play casual at all, you can't get golden heroes and it's just boring if your opponent doesen't know how to play and doesen't own any good cards. When i want to get quests done (play murlocks etc..) i just go play wild in ranked. And if i want to farm wins, i just drop my wild rank to 20. That's how i get closer to missing golden heroes and my opponents knows what they are doing and i'm enjoying more.
If I have the "Play 75 murlocs" quest, I will make a warlock deck full or murlocs and card draw, go to casual, and just dump my hand on every turn. I won't even attack with anything. I just want to get my murloc count up, finish the quest, and then go play ladder with my real decks.
So, sorry that your tier 1 deck rolled over my janky murloc quest deck in casual. Thanks for killing me on turn 4 so that I couldn't really even contribute towards completing the quest.
I just completed that 100g Murloc quest in casual as well. I made a Shaman deck with every single card being a murloc besides Everyfin is Awesome, Call in the Finishers and Neptulon. I won every game (think it took 6 games) somehow. I was surprised because I just thew the deck together. It's amazing how aggressive and powerful a Murloc only deck can be.
To be fair, I was playing in casual and opponents were playing Dragon Priest, Mid-Shaman and Pirate Warrior and I got pretty amazing curves.

It seems that Casual MMR recalculates on daily basis. So expect next day you'll play against other meta deck guys.
And there is no shame to test deck you unfamiliar with in Casual mode. Losers gonna whine, don't care.
