Whenever I play this game regardless of which game mode I play (casual/rank or standard/wild). Huge majority of my opponents are Legend players (cardback) with Golden heroes playing Tier 1 and Tier 2 decks. Where are these new players hiding?
Even rank 20 isn't safe, i started playing two weeks ago and i keep finding the same people OP's talking about there. They're probably trying to farm wins/gold...
that's not the answer guys. the answer it's the elo. hearthstone has a matchmaking system so if you have reached rank 10 in one season the game will assume that you shouldn't fight with low elo players (most of them new players). try this: create a new account and you will win everything because you have skills at the game and you are playing against low elo players, but after a couple of wins your elo will be increased, meaning that you will be playing against more experienced players. league of legends also use this kind of system so if you have 1 win in ranked games and you're bronze 5 the game will not make you play against a challenger player because the challenger players have shown higher skill in their games and their elo is so much higher. sorry if i can't explain it properly but english is not my foreign lenguage.
edit: what i'm trying to say it's that the better you play -> the more you win. the more you win -> higher your elo will be. and if you have a high elo you will be playing against other players with high elo

Apparently, Hearthpwn won't save your signature if it's empty.
The new players and bad players are in Wild. Last season on Wild ladder I went from rank 20 to rank 10 with only 1 loss using beast druid.
