The Mayor of Gadgetzan, Mayor Noggenfogger, was the star of lore highlighted by the Hearthstone team during the roll out of Mean Streets of Gadgetzan and was discussed by Six Gamers in the Lore of The Cards video (which revealed Sergeant Sally.) Despite the central roll this character plays to the theme of this expansion, the card itself was a missed opportunity and does not include the Noggenfogger Elixer. This elixer is shown on the card itself, just take a look at the picture.
No other expansion will or should address Mayor/Barron Marin Noggenfogger and his Noggenfogger Elixir and this opportunity will not be picked up. I would argue that Mayor Noggenfogger text actually does not live up to his lore. The randomness in the mayor's text is less relevant than Sylvanas Windrunner having the battlecry of Elven Archer instead her deathrattle. Obviously that change would make the Hearthstone community very mad; yet, there is a similar failure with the omission of the Noggenfogger Elixer.
Now what would the Noggenfogger Elixir do? I would like you to answer that question. Leave a comment below. My idea is perhaps either divine shield or stealth or windfury (I am sure there are better ideas out there).
In World of Warcraft, the Noggenfogger Elixir has three different effects.
Light as a Feather effect: slows your fall. 2 minute duration.

I thought the card was cool at first. with him being a corrupt mayor that your (and enemy) minions would betray each other. But after the card clarification it doesn't make any sense at all
and sylvanas makes sense to me she's is the banshee queen and banshee in Warcraft lore mind control things
The Elixir looks like Triptocaine. I'm just gonna assume everyone overdoses and fails to hit anything intentionally.

Start of Year: Provoke the failure of 3 expansions, force nerfs on otherwise balanced cards, bring deckbuilding to an all-time low and get rotated one year earlier for being such a threat to the game's health. - Genn and Baku's historical entry on the White Book of Shit Design, shortly before retiring unpunished
mayor noggenfogger should make a minion a 1/1 and give it immune for 1 turn. that fits somewhat with what you said about the potions effects, especially the making it a 1/1. big minions get hit hard by it if yo use it on them, or it can be used on your own stuff like rag or ysera or occasionally sylvanas. the options are cool but the card itself is not very good, in keeping with the current card. I am actually intrigued by the current card though, if it affects attacks it is kind of crazy hilarious.

Stop Breathing- Hero Power becomes "hide underwater" hero is immune on opponents next turn
Light as a feather- Hero Power becomes "slow-fall" add 30 seconds to your turn length
Mini Me- Hero Power becomes "surprise attack" deal 2 damage to the enemy hero
None of the transformations would have crazy impact on a game but he would be a lore happy niche version of Saboteur. I personally wanna add 30 seconds to a Nozdormu turn xP
I love Aesirstorm's thematic ideas! That's the kind of thinking that the Hearthstone Team must embrace when creating legendary cards that have lore to pull from.

I wish Mayor Noggenfogger was more like either Tinkmaster Overspark or Xaril, Poisoned Mind. If you went the direction of Tinkmaster Overspark than I imagine the graphics would look like the battlecry of Crazed Alchemist.

Didn't Noggenfogger Elixir also make you look like a skeleton? I remember it doing that.
I believe you turn into a skeleton when you get the Stop Breathing effect.
