I've just had exactly the same thing! I lost 2 games in a row going from Rank 13 and 2 stars down to 13 and 0, then won 2 games and I'm at 13 and 3! Definitely no mistake here. I had a 2 Mage Win quest which "counted" the wins for me.
I've even logged out and back in and the stars are still there!
"We felt that Midrange Shaman win streaks were not being rewarded enough so we had to change how streaks work". Sorry I couldn't resist, but yeah it probably is a bug (otherwise they would have mentioned it in the patch notes), not that I mind it.
I played yesterday from rank 15 to 10 with only winstreaks and didn't noticed this, it took me 2 matches to pass each rank and it felt just like before, when I landed on rank 10 I got rank 10 and 2 stars. Today I'm going to rank 5 with the same winstreak so maybe I will actually take a look at it

If voluntary, this was probably made to avoid the beginning-of-season mayhem, when last-season legend players fall back to rank 16 and get mixed up with noobs.
To top-notch players this is not important, for the try harders that reach legend grinding thru many hours of playing, this just removed a part of the grinding.
It is been a long time since the last time I reached legend (march 2016, if I remember right) cause I don't have much time lately. So I enjoy the change, reaching rank 5 with few playtime may be easier now :)
Good, when your goal is simply get to rank x and get your reward for the month. I don't play much anymore, and this will definitely save me some time, so I appreciate this new feature. For legend players this means nothing anyway. The grind does not go away. The developers should have considered this long ago, but I'm glad it's implemented now. Better late then never, as they say.
And another bug. Blizzard uses bad RNG algorithm, it's obvious. Just got Murloc Raider from Maelstorm 3 times in a row, then got Ball of Spiders from Swashburglar 2 times in a row. You will say: 'It's random', but not, algorithm statistical quality is very low. It should not happen this way.
I remember same issue with Mordheim: City of the Damned. Community whine a lot about bad RNG and finally default algorithm was changed to PCG, what gives better distribution overall. Sadly, there is almost no chance Blizzard programmers will read this.

Lvl 100 douchebag marketing right there. People, never do this, you earn quick profits in exchange of bad rep on the long term.
On topic: Is if like people don't understand whay I write about targeting, card like firejuggler and arcane missiles are a prime example of how NOT to design a card game. In every single card game (including digital ones) this effects are always under your control, sure, arcane should be 2 mana if you're able to target, but at the same time frost bolt should be 3 mana or only 2 damage... Heck... The whole game is filled with under-value/above-value cards. The RNG in cards like those are like glitter on shit, "YAY!" when it works, "SUUUCKS" when it doesnt, why anyone would want to do this instead of just let the player hit the target he wants to hit? What's the benefit of doing it randomly? there is none.

Anyone else noticed that, you get a bonus star for winning 2 in a row instead of 3 in a row now (at least at rank 15)

Just tested this and i did not get a win streak at 2.

This just made the path to legend much easier imo.
The game booted me out during a match (mobile iOS) to do the update. I'll see if I can get 2 wins in a row to get a winstreak in standard also.
