So my friend is at the moment playing in the new Tavern Brawl as hes trying to get the Tavern Brawl quest done. Right now hes against Ice Block mage who ropes him every single turn and then plays the Ice Block and ends turn at the last possible second. I think doing this is a very valid reason to report someone, but we have no idea how to do that. Someone help?

But your opponent is playing by the rules, don't you realise that? There is nothing that says he/she can't do that, sorry dude. If you really have a problem about this, try to do something contacting Blizzard, but I really doubt they are going to listen to you.

It's your decision to wait for the minute. You don't lose anything by conceding. You just got the feeling that an idiot trolled you. But if Blizzard gives him a Minute to make this grave decision, it's hardly punishable.

Pretty much this.
An example of a Blizzard game that has a build-in report system is Heroes of the Storm. There people are getting reported for just about anything because they can and people are getting punished left and right (also because the report system is presumably automated). That function alone has chased players away from the game and that game is an ant compared to the amount of people that play Hearthstone. A build-in report system would be disastrous for the game.
Unless the person is:
- using an unappropriated name
- cheating/hacking
- being a dick to you after sending a friend request
exploiting i don't think is the right word here, but that doesn't matter right now. the point is that he's being a dick, we know that that's most likely the case. any we can't get rid of him for just that.
so y know what you do? you rope him right back. Almost every time i've done this they've conceded once they realized what i was doing.

Lol, and do you think Blizzard doesn't know people can do that? C'mon dude, the fact they did nothing about it yet probably means they don't care about it. Sorry, but you and your friend have to learn to deal with this kind of things.
From one perspective he's just using another game mechanic to beat you... if you don't have enough patience, which is a skill for card playing, then you lose by conceding. pretty simple and totally a valid strategy.
Something someone else said though - I would welcome a 1 minute timer vs 2. I personally believe the turns are too long. a 1 minute timer would train people to think faster and play in one minute... it's not hard... but I'm sure they did some kind of testing as to how much it turns people off... I wonder though in the long term how much it causes hearthstone to lose it's luster for long term players because they just get tired of waiting so often...
I think if someone is active and they rope 3 turns in a row they should be kicked and take an L...but we all know this will never happen.
Why? sometimes you have to think your turns..I feel like sometimes 90 seconds isn't enough (specially when an enemy plays taunt that REALLY confuses me.)

If that would happen to me I would just go and do something else while he ropes lol... you don't have to stare at the screen you know.. you can alt tab and do somehting else meanwhile and get a free win.

I'm saying if they are totally inactive, but again, there's really no way to distinguish this so I see your point.
I sincerely hope that this tavern never happen again because people do not want play but cause disorder, I lost how many retards I faced using Ice Block and does not pass the turn that shit is spreading , it should be a lot of kids wanting to promote yourself.

Concede or eat it and take the free win. It is obviously a very hard decision for him whether he should play another ice block or not.
And since he uses the time he is allowed to by Blizzard, yes, you should blame them. They could implement shorter turns for these brawls.

The opponent is being a dick, but that's not exactly illegal, and he is playing by the rules. You and your friend have two choices here - both valid:
1. Rope him back if you don't value your time. Read a book or watch TV in the background.
2. Concede and play another game. Saves you time, you don't lose anything by doing that.
