I got to rank 5 last season using zoo lock and hand lock and I had no problem doing so. However I've been bouncing around from ranks 17-19 so far this season. I understand some of the legends from last season could be my rank but I feel like I shouldn't be losing as much as I am. Any suggestions in decks to rank up this season?
I only managed rank 9 last month, but same thing here this time around - wedged between 16 - 15, bouncing up and down every session I play. I guess the general player is just getting better overall and we have to try that bit harder.
People that know how to beat zoo (AKA players above rank 5 by end of a season) are in your ranks. Hardly a surprise that someone played zoo to rank 5 at end of season is having trouble vs competent players even at sub 15 ranks. Also zoo was very strong after week 1 but a few cards that are good against zoo came out in week 2. I would suggest learning to play other decks that have good matchups vs zoo instead of playing zoo. Almost no one is going to be crazy enough to rank up with a deck that is weak vs zoo in current meta (at least until all the good players clear 15-5 ranks).
Easy answer: It's either your deck, or it is your lack of skill to compete in a changing meta. I assume it is the last one. Long story short: Get your shit together and learn to play or wait until the last week of the season and rush to rank 5 again.

Wow, such advice ...
How much do you charge for coaching? :D
To be fair, OP didn't exactly ask a specific question about how to improve. My zoo spam isn't working, HALP!
That's the kind of advice you'd expect in twitch chat though, not on here. Part of the idea of a forum on any particular game, is to discuss, not slate. Lordiness is never a welcome.
I've seen some of the top streamers lose a bunch of games in the early ranks while laddering. They certainly don't win even close to 90% of their games when going through the 18 - 12 rank phase. They are just more persistent, and play a lot more than the average non streamer.
Saying someone is bad because they are stuck is a bit ignorant IMHO

I never managed to pass rank 10 but now I'm at 12. I've been switching decks every other game so meta isn't a huge problem I guess?
