I want to preface everything with the statement that I would not think Blizzard to do anything like this, but its worth thinking about. Basically I've wondered for a while whether or not there exists code that may allow for tampering with RNG not for personal use, but perhaps use of Blizzard or a third party.
Yes, this is a very paranoid thought. I'm just wondering if there is any bit of merit or perhaps like-minded folks out there wondering if this card game we all love is truly random. With physical card games such as Magic the Gathering being just that, physical tangible cards that are randomized not by a computer but by hand, and Wizards of the west coast taking steps to ensure whenever you open a pack, there is no possible way of knowing what it is. When you open a pack in hearthstone it is in terms of code a value, picking other values. Who is to say that process can't easily be altered by an unknown party or pre-determined?
All in all however sites such as HearthPwn help keep me at ease with things such as their data collection on pack opening, and Blizzard wouldn't taint this unique card game experience (not to mention cash cow) they have in Hearthstone.
In the entire ecosystem that is Hearthstone, Blizzard is the equivalent of God, and the players are the mortals under Blizzard's mercy. Technically, Blizzard can do whatever they want with the code, they can give you bad RNG so that you will never draw a Legendary in your next 50 games, or never open a Legendary better than The Beast in your next 5000 packs etc etc. If they want it they can do it, and there is nothing you can do to stop it.
Your question "can Blizzard tweak the RNG code to make it not random" is like asking "can God target you with a lightning strike every 4 days". The answer is yes.
Also, as far as MTG packs go, you can tell if a pack contains foil or not. Personally i have opened 25 packs in a row that contain foil cards.
What, you mean that you can feed a specific seed into the RNG and get a specific result, like every single testable RNG since the creation of RNGs?
Yes, it's literally possible and desirable to "rig" RNGs.
But it doesn't happen outside of testing enviroments. Or even if it did happen, you don't notice the outcome, because any one string of RNG is the same amount of random as any other string of RNG.
So what I'm seeing so far is a lot of yes, it is possible!

Nothing spooky about it. If an RNG couldn't be rigged, that'd be a much bigger problem. You couldn't test it, and you'd have no idea if it is working properly or not.
I'm going to say it because I'm tired of threads like this. Instead of asking if RNG can be rigged or not, and thinking that you usually lose because of that (because let's be real, that is obviously what you think even if you mentioned nothing about it), just learn to play.
