Did a bunch of other misplays I cant recall. So the guy you versed might have just been terrible or could be just early in the season.
But as others have said you can get a pretty nice collection from arena. I've been doing it more lately since I've built up a lot of gold with daily's waiting for the next adventure. You can get 2 pack rewards in arena even at the lower win rewards. But averaging like 5 wins should help you build up your collection pretty well.
RNG is always a factor to consider. For TGT i opened 81 packs, and got 2 legs. For WOG i opened 83 and got 6.
As for money, since you can buy as much packs as your credit card/allowance/gift/etc allows, the chances are in your favor to have a complete collection faster than full F2P.
For the F2P player, arena is the way to have a good collection of cards, but the player needs to be good at it, to stand a chance of frequent 7+ wins. Also be constantly playing to achieve better results. Also, DE every golden card you get, since they give more dust to craft epics and legs.
I generally buy Adventures but I don't think I've ever bought a pack. My strategy, aside from playing a lot, has been to choose 3 classes that I plan to play and dust every card from another class that I get. Eagerly dust every golden. And I never forget that 4 legendaries I don't use can become 1 legendary I really want.
There's still a ton of legendaries I want, but I've got a lot of them.
Well, i'm playing for a year, and i just opened 1 golden legendary so far and i dont play arena just doing dailies. So far i crafted 9 legendary. It's all matter of time and patience to save dust and craft what you want.

Once you have most of the commons and rares then you will start accumulating dust pretty quickly. For awhile I played one arena run a day and I ended up with an almost full collection in just a couple months.
One tip I can give you to collect dust faster is to not waste your dust on anything below and epic as you will likely pull the commons and rares you need in a reasonable amount of time.
actually, as i calculated, it is 50,38 gold from daily quest in average. And he can also play arenas which can also provide him with minimum 1 pack per day, if he plays pretty good
You buy the 40 pack bundle, and disenchant the golds and garbage, that's enough dust for 2 legendaries and a handful of epics or a bunch of rares. You also increase your chances of getting good cards without crafting.
Combine this with ~500 gold/week and using $ for adventures, there's a lot of gold to use on packs and arena which leads to more dust.
1: Arena. Arena is where most of the rewards are at I used to do this until I almost quit HS over it, I personally hate arena with a passion, but it is the best way to spend your gold for packs, especially if you're good at it. Technically ranking up falls into this category as well now.
2: Proper quest management, get a 40g quest today? Reroll it and hope for 60+. Get a 60+ quest today? Reroll a 40 quest you've hung onto, and never cap your quests. This maximizes the gold you can obtain to buy more arena runs / packs.
3: Gifts. Some one wants to know what to get you for christmas / your birthday? Tell em packs. Maybe treat yourself from time to time too.
These are the main ways, just properly farming / utilizing the in game currency and of course, spending some money here and there.

That might be the problem. For 8 months I only had a "viable" (highest rank I reached was 13) deck for 1 class, and now, after 18 months of playing, I have 3 or 4 (not sure how good one of them is).
The second thing is how little you have opened them, I open about 1/month on average, so it might be because you don't play enough. Judging by the amount of legendaries you've opened (5 in 12 months) I assume you play about every second day.
Third, how much do you disenchant your cards? Considering you try to have a deck for each class, probably not too much. I'm not saying you should disenchant every card you aren't using, but if I were you, I'd stop playing 2-3 classes and disenchant the mediocre/worse cards of those classes, and for crafting, only focus in 1-2 classes.
Fourth, re-rolling quests is overrated. I have almost always thrown away 60 gold quests if they haven't been for some of my favorite classes (usually there are 2-3 of them), and I have still managed to gather a good collection.
F2P since beta. I never buy card packs except for right when an expansion comes out. Only play arena until I'm out of gold or down to the limit I set for myself - trying to steadily build up dust and gold. Have over 80 legendaries now - average 5-6 wins in arena (depending on class) so not infinite but enough to get decent rewards.
I've collected 59 Legendaries (including Adventure rewards) since I started playing, and that's just the ones I've kept - I've dusted a bunch of duplicates and crappy ones. kitsel's comment is correct - it gets a lot easier once you start buying packs and Adventures with cash, because then almost all your reward packs become dust and the whole thing snowballs.
If you drop $100 on each expansion, you'll typically get every Common and Rare in the expansion, a few Legendaries and Epics, and enough dust to craft anything else at the top of your list right away. Before WOG I saved dust for about a month, dusted some of the nerfed classic cards and a few bad Adventure cards, and after $100 worth of packs I had over 10,000 dust. I've crafted 9 legendaries since that day without spending any more cash, and opened 7.
If you're going to be strict free-to-play, you just need to learn to live with only a few Legendaries. They're fun to play with, but they're hardly a guarantee of winning. Craft Gormok and Leeroy and you can climb ladder with Zoolock every season like clockwork. But if you want to be a collector, you'll pretty much have to pony up some cash.
It's not the amount of legendaries you have its how you use them. A good portion of high ranking decks make use of very few legendaries, take Zoo. Leery and Gormok are sometimes seems but not essential.
Even facing a deck with a lot of legendaries if the player is bad the deck won't do well. In my climb this season I faced a few 'heal-a-dins' in the lower ranks they had all the cards they needed but played them badly, at higher ranks (the highest opponent I faced was rank 2 [i was rank 8]) they played it perfectly. There's the difference!

I had 50,000 dust after the knife juggler, ancient of lore, etc nerf.
I hadn't disenchanted any cards for a year. I only spent money buying adventures and throwing in $50 when a new set comes out. I've been unlimited arena since release with the gold we get from dailies.
That should be arena, time and money invested in different proportions. And luck sprinkled on top of all that. I'm in the game for a year and some, I've got 9 legendaries, not counting adventures and C'Thun, with almost no (50 wins total) arena, almost no ranked play (never above rank 14) and almost all brawls played (missed 1 spiders early) for reward packs.
After the expansion I had saved and disenchanted to the point of 25k dust I crafted what I needed. I mostly craft my cards now just made some golden legendary's last night for my ramp druid. Play the game till you get 100 dust and buy a pack sometimes you get lucky sell it and save.

Step 1: Buy a pack
Step 2: DE any cards that you have multiple copy of. If all cards from the pack is new, repeat Step 1.
Step 3: Use the dust to craft legendaries. If insufficient dust, repeat Step 1 and Step 2.
Step 4: Repeat all of the above until you have the collection you desire.
