It's annoying but people can do what they want with their time each turn. A lot of players get really frustrated and this leads to them making very careless plays or quitting which is why people rope in the first place.
Off topic: what the fuck is up with the "no naming and shaming" policy here, its a legitimate complaint against a specific person, which can come and defend it self should he or she see fit to do so. Such policy directly encourages more bad behaviour in my opinion.
I sometimes rope for no obvious reason because i've got something else happening that more urgently needs my attention, like an important call, etc. Usually I think long enough anyway that it doesn't bother me if someone ropes, I always do something else while playing that I can switch attention to.

I try to use the time productively, I go and take a piss, or hang out some laundry, or do some online banking or catch up with some forum reading or whatever. The worst thing you can do is sit there staring at the screen spamming 'Greetings' that just encourages them all the more.
Playing slow is definately something that makes sense at times. You already got a couple of example here, but let me just add to the cases I've been doing it: 1) Playing while teaching a friend (or my friends daughter) to play the game. Rushing the game makes it hard for them to understand what happens. 2) Streaming, literally this means the same as above, you are chatting with your viewers or explaining things while playing 3) Playing at higher ratings.. alot of the high rated games can go quite slow, depending on deck constellations. Good players can often take quite some time to think through variables. 4) Tactic - to try make your opponent hand you the game. Sometimes your opponent can give you an indication he is impatient and rushes play, and then you might just win by playing slow and having him concede. Easy win. 5) To piss someone off that is behaving in a ridicilous or lame fashion. I've had emote-spammers that seem to have a low attention spam, muting them and playing something else on my iPad while watching his frustration grow can be hugely satisfying.. 6) Going max timer and slow-playing back to another slow-player can also work quite well, some of them are only there to try troll you but lack the stamina to eat their own medicine, amusingly enough.
At the end of the day it is only annoying if you let it get to you. It can be frustrating, and is rather pointless to slow-play, at times. But it is also a potential tool to be used to your advantage. I mean, you will see slow-play in Chess, Football/Soccer, Tennis, Golf, whatever. It's a viable tactic to be exploited if it makes your opponent frustrated. It can also be a tool that gives you control if you are struggling to keep up.
Mind you, I don't this very often. But don't dismiss it as something only-annoying-and-pointless. It serves a purpose, at the right time.

If a person does it every single turn, it's possible they're being a jerk, sure. It's also important to remember that not everyone who ropes the first turn or even second does so intentionally. I have been waiting for a match to start, and for whatever reason, the queue was longer than normal and during the time I sometimes end up getting a call or something else happens that I'd normally be able to deal with during an opponent's turn or while taking my own. As a result, I could be slow getting to the match. It's happened before and because I accidentally roped on the first turn, my opponent would more often than not do it back to me. Even after expressing the "oops" Emote (Which is so vague to the point of being useless and probably just made my opponent more annoyed since EVERY emote can be taken negatively if you're so inclined to be touchy) my opponent continued to "Rope me back" even though I didn't do it again.
My advice? Just take the bad players in stride and don't let one or two out of a dozen encourage you to adopt their behavior or assume that everyone is like them. It takes everyone to make a good community, but it only takes a few to ruin a community if we let them.
The game gives each player 90 seconds to act out their turns. What they do with that time is irrelevant. You might be annoyed, but it's perfectly legal to do absolutely nothing with your turn. Deal with it.
Every time someone displays he is being annoyed over some other persons BM you'll get the respons :" Deal with it." As everywhere in society people have the right to bring moral issues to bear. BM is a big problem in this game and this is not only sustained by those who defend BM ( and say: deal with it) but also by team 5 who doesn't want to do something about it. BM as roping and BM with emotes are easy to fix but makes Blizzard a lot of cash and there are psycho-political reasons for that equally leading to moral injuries.
I'm not defending the act of BMing. I am saying that the system was built to allow players to use their time and there will always be people who abuse any system no matter what little freedom they are allowed. Dealing with the occational person who feels the need to rope you for no reason isn't too much to ask, in my opinion. It's not like you need a thick skin, we're not talking about league of legends chat or something here. All you need is to have something else take up your time while you wait.

Names aren't unique in the game, only the full battle tag. So if "Rutabaga" is an asshole to you, there are possibly dozens of other perfectly innocent "Rutabaga's" who would get tarred with the same brush.
Also, mods here tend to like to keep the conversation civil. It's a bit annoying at times, but on balance I appreciate it and think they do a good job.

Option 1: Because clicking on the enemy hero is apparently too difficult.
Option 2: People would simply wait until the end of the turn to play their cards and attack instead of playing them and then waiting. Not to mention the other strategic problems that would arise. For example, if you have X mana left for the turn, but you don't end it immediately, your opponent will know you're holding a X-cost card. Meaning you could be giving your opponent information they shouldn't have simply because you don't end your turn quickly enough.

This is true, but if they are doing it purposefully and actually emoting while it goes down to the end of the rope each time, that is pure trolling.
It's not that, I get to rope sometimes too, but when it is consistent and they play up all their mana in 5 seconds and just sit and wait till the end of the rope spamming emotes, then that is trolling.

I always rope back (in a very obvious way) the people that rope me. After few turn they stop it.
