For me, my absolute worst legendary is Flame Leviathan. Yes some legendaries are so bad that playing them might make you lose the game, but atleast you usualy get to chose wether you play them or not. But if you have Flame Leviathan in your deck, that card may make you lose the moment you draw it, and we all know you have no control over when you draw it.
Having Sorcerer's Apprentice, mirror images and other usefull low health minions on the board and being nervous everytime you get to draw a card... That's not my idea of fun.
I would agree that Millhouse Manastorm is the worst. I mean Hemet is bad but he rarely just straight up instant loses you the game. The only redeeming quality for Millhouse is that he is good if he pops out of a Piloted Shredder
1 Bolf Ramshield in my opinion this is far and away the worst designed legendary in Hearthstone and top five worst cards regardless of rarity. The card is a cool concept and would be interesting with taunt, but without it the card is so bad I cannot fathom what the design team was thinking when they made it. It is literally 6 mana heal for 9. The minion is almost irrelevant because they can trade without taking damage back. It is actually better when silenced despite being understated. So bad.
2 Millhouse Manastorm Bolf edges this out because theoretically Millhouse makes sense unlike Bolf, lots of stats with a drawback. The argument for Milly to be one is that Bolf is just a tempo loss, this card is an auto lose vs 80% of decks. If it magically doesn't autolose you the game, 4/4 isn't even that broken and your opponent can likely comeback.
3 Nozdormu In the grand scheme of things this card isn't that bad, 8/8 for 9 is fine I guess and you wouldn't be I do too sad to see this from Elise, but I have it up here cause the mechanic is dumb and it ruins our pack RNG. Basically after opening 20 or so packs you get a legendary that literally has no chance to be good, because if the dumb mechanic is ever a abusable enough to be good they will fix it and he will suck again. Then guess what, 20 or so more packs before another Legend!
4 Hemet Nesingwary this guy is a case of how Blizzard could possibly think this card is balanced when compared to another one. +2/+1 on BGH for 2 more mana with a 50x worse effect.
other than that I don't have a fifth cause every legendary has potential to be strong so picking another is too subjective
Harrison is not absolute garbage like the others that are on the list, when you think about it, he's fairly decent in this meta where control warriors are seen a lot in high ranks.
i dont like harrison because normaly is bad, youhave to fight against the right deck and have'it in your hand in the right moment, and destroying weapons is not that good efect either, i experiment a lot, i' am complete imcapable of use the same deck in more than 10 times for week, an have found, that i prefer an okay taunt, removal or draw efect than harrison. sorry for my english, not my native languaje
If you want to find the worst legendary cards for constructed, you need to look for cards that are just never worth playing. Hemet, for instance, actually saw some fringe play in fatigue mage. Flame leviathan is a potential free 2 damage board clear, and is obviously not in decks you intend to have boar presence with.
My bottom 5 legendaries, in no particular order, are: Nozdormu, Gruul, mimiron's head, the skeleton knight, and bolf ramshield
They aren't the worst legendaries in arena. But in constructed, they are just totally outclassed by quite a few cards at lower rarities, so there is really no situation where you would ever consider playing them. Whereas even millhouse manastorm is occasionally good.
Skeleton Knight definitely deserves a mention. So does Bolvar.
If Maexxna was 5 mana, or had 3 attack (to be immune to Cabal Shadow Priest) she would see some play. There are tons of cards in Hearthstone that would see play if they were 1 mana cheaper or had +1 attack. That's hardly Top 10 worst.

You know I actually had flame leviathan in the list at first, I had it at number 4 but then took it out. It indeed is a horrible card.
I don't know how Millhouse Manastorm isn't at the top.

Yeah Gruul is pretty terrible
