This is something I have been wondering about especially when new cards are first being revealed in upcoming expansions. I have noticed that whenever new cards are revealed in each new expansion, before the card has even been released a lot of people say that the card is garbage, it will never see play and that it will be the worst expansion ever. I remember when cards like Piloted shredder and Dr Boom were first revealed, people actually called those cards garbage. So my question is when a new card is revealed, what would convince you that it will be a good card on your first impression without having tested it?
I see a lot of this new set as interesting and makes me curious already on making and trying out decks for it. I might even stay off of hearthpwn for a while to make my own decks before looking at others creations.
The reason why a lot of people say a card is garbage is just because. For others, I think it's just imagining how it would be used.
My first impression on Shadow Word: Horror for example was bad, because it's a dead card against certain decks. Might be good vs. zoo-ish decks but Holy Nova / Auchenai + Circle deals with that just as well. But it might be good depending on what decks actually crop up once the expansion rolls out. People have already begun saying SW: Horror might see play if that new Pally card that gives divine shield is played.
My first impression on Mark of Y'Shaarj for example was good, because it looks like a nice tool for Beast Druid. May end up being unplayed, since Blizzard has been trying (and failing) to push Beast Druid for a while, or it might be a powerful new archetype. Who knows, but my first impressions were positive on what I imagine it to do.
Decent stats + good board effect at reasonable cost. That's the most direct way to get my approval, even if it's certainly not the only way to make a good card in practice. It's just the most obvious way that a card will succeed in theory.

I feel like there are a small number of cards that are getting the garbage label so in general, a lot of the cards being released so far by spoilers are going to be pretty interesting to play with.
I just imagine each card in zillions of situations, if i find any of all of those situations not completely gimmick or inconsistent, I say it will see play. If i find discrepancy on value to mana ratio, i assume it may be op or up if no other synergy with taht card may seem to exist(or if a lot of synergy does exist). However, I do all those analysis knowing that everything is prone to change once other cards are realeased.
We can't say for sure that shadow word horror is truly bad, maybe they release an Eadric the Pure for priests(which will prolly not happen), maybe they nerf juggler to a 2/2, maybe most zoo minions become prevalent as 2 attack minions, but ,RIGHT NOW, it's garbage because of the existence of Holy Nova and excavating.

Cards that are direct upgrades to playable cards. That's pretty much the only way for people like that to be happy.
