How does that work for chat? Or do they just skip chat entirely?
It makes it impossible for them to interact with chat, which is why they only do it when they feel the game is important, like if they are 10-2 in Arena or something.
A lot of times, they will just let people snipe, either because they don't care that much about winning or because they are confident in their own ability. Especially at high levels of constructed play, both players can often infer what's in the opponent's deck and hand anyway, so sniping doesn't grant that much of an advantage.

How do streamers know if their current oponent is watching their stream while they play?
Is there any kind of delay? Because someone could only create another account, and the advantage would be huge.

There's not a delay. Streamers know someone's sniping if the opponent makes irrational plays that only make sense if they can see the streamer's hand.
