I know its a long shot but was wondering if it existed and I can't find it. Or if someone who is good would do it. :D
Please don't tell me to look at deck guides and stuff, it doesn't help when you have 1/3rd of the cards in said deck and free decks only do so much work.
You can use it to look for decks that include the rares you do have while still having high numbers of frees & commons. Alternately, if you have a preferred class, you might want to ask in the corresponding class specific forum.
(I could probably build you something passable - but that's no the same as something good).
Well, it is part of a CCG/TCG to adapt for missing cards, if you want to use a "prebuilt" decklist. If you have no clue how, there are tons of guides (sorry, now I said it). There is no problem creating a program doing the deckcreation for you, but they will never be "decent" (just have a look at the ingame deckbuilder, which can help you creating decks). And most likely they will just use prebuilt lists anyway. Synergy isn't something you can implement easily.

Hearthhead.com has a "My Collection" tool where you can track all of your cards. You can then filter their decklists to see if you can build any with just the cards you own. It's not a perfect solution, but I think that's the best we've got right now.
Go into the game, create a new deck, finish the deck with out adding any cards, it will ask you if you want the game to finish it for you. They aren't the best decks all the time, but this sounds close to what you want.
Well I bought a bunch of packs, been playing for over a month, and was just hoping to make decent decks all around. I hate how my only options atm are ranked and unranked cause 1 got one good deck and 7 ok decks. Playing the same deck in ranked gets boring and its expensive to make a new deck and was trying to use my existing cards to make a decent deck. Playing unranked gets boring fast, same with ranked, no real rewards or incentives atm in game.
Then it sounds like you would enjoy Arena more. You'll be facing a lot more mages and paladins, but there's more of a variety of cards used. Plus the rewards get better the better you do, and you always get at least one pack at the end which you can use to improve your collection and make better constructed decks.
Start with decks like Trump's f2p, which is quite simple, quite cheap, and consequently has several cards that if you don't own, can be cheaply replaced by something nearly as effective.

There's also Tavern Brawl and Arena.
Yes, it gets boring if you just grind and grind. Just get creative and try looking at your cards in a different angle, maybe you could get a new deck going.

Have you tried applying filters to the Hearthpwn deck lists (http://www.hearthpwn.com/decks)?

There are also the tournaments, and I imagine it won't be long before various leagues start emerging.
Yes, it's called your brain.
