Unless you post some classes you like to play don't expect many suggestions.
Generally i would suggest to spent some time in the deck section. Also the innkeeper app will help you in choosing. I advise you to search yourself for decks you want, that way you'll be able to develop critical thinking over the game and the card functions/synergies.
There are many budget decks in the hearthpwn database, which is made even easier to look for if you use the Innkeeper app. It'll be hard to get to Legend with a cheap deck, but you can reach good ranks with it at least.

well there are 2 types of cheap viable mage decks out there. There is tempo mage and there is mech mage. I would say you need gvg packs for mech and I guess third wing of blackrock for tempo mage. But first I say invest in naxx as it has the most played cards in a adventure
Nonsense. After Patron is gone (new version is objectively worse and, more importantly, no longer cheap) Thaurissan is played only in more expensive decks like Druid, Handlock or CW. For a new player every wing of Naxx or even 7 packs are more valuable than BRM.

Naxx. Mage and Hunter desperately want Mad Scientist. The thing is a lot of Mage decks also really want Flamewaker but I think in general you get more mileage out of Naxx cards than BRM.
I created a new account opened golden hogger in first pack and instantly crafted a cheap version of oilrogue. If you want to swim against the meta and play a very challenging + rewarding deck go for oil rogue. Not only will you learn to play but you can also itch out quite good winrates once youre good at it. ... 1600 dust (+a few minor disenchants) and you have it. Open the first wing of naxx for loatheb and the deck is absolutely GOLDEN!
The problem here is 1600 dust isn't really "budget" to most people. You got lucky and opened a golden legendary - I've opened literally hundreds of packs and have yet to open a golden legend. You're talking 1600+ dust and a wing of Naxx. You'd be able to make facehunter for less dust with just a single wing of Naxx.
If I were you I would get Naxx as it contains some great cards that work in budget decks. When I started the game I worked on a cheap warlock zoo deck. Zoo is great cause it kinda half way between Face hunter and Paladin. It can be very aggressive but still has to control the board. It'll really teach you a lot about the game going forward.
Try to aim for something like this but its very flexible when it comes to adding/removing cards based on what you have.
Anyway if you're new imho focus on playing Zoo Warlock, Flood/Ebola Paladin or Face/Midrange Hunter
No don't use net decks. Just put in all good basic cards like Fireball, Water Elemental, Gurubashi Berserker and Yeti and you'll have a good midrange deck.

well its still cost a lot for 1 tempo mage card
