While I wouldn't be opposed to introducing more silence effects to the game, I don't like the idea of making super narrow answers like that.
"Silence a minion with deathrattle" is strictly worse than "silence a minion", so to compensate, the minion would need to be statted far better than existing options. The problem with that is, 90% of the things you want to silence are deathrattle minions, so if you introduce:

You would basically be ensuring that Ironbeak Owl never sees play again.

These cards already exist. They are called Ironbeak Owl and Spellbreaker.

I have a feeling that there will never be a new silence card.
Free to try and find a game, dealing cards for sorrow, cards for pain.
Much worse than Ironbeak Owl.
Can't deal with Taunt, the better stats don't make up for it, also doesn't hit your own Rag/Watcher so they can attack for lethal.
This card wouldn't see play since Ironbeak is a card.
