To be honest, you do not really have much to build on. Your best shot with the present cards is probably hunter since you have at least some good cards and hunter is one of the cheapest classes.
Besides that, I usually recommend Jade Druid as a starting point. All Jade cards (with exception of Aya Blackpaw ) are pretty cheap and if you add two Gadgetzan Auctioneer , you have a pretty good endgame that can compete with everything (assuming you can get there). The issue is how the rest of the deck shapes out. But also here druid has a lot of cheap spells that can successfully be combined with Gadgetzan auctioneer in the midgame.
But yeah, with your present collection you would still need about 700 dust to get just the basic cards for such a Jade deck. I guess you should go with hunter for now.
As for cards to disenchant, I can list a few. But I only list rares since the 5 dust from commons do not help a lot anyway and you do not have epics. And I personally do not disenchant legendaries.
DISCLAIMER: Bad cards can also turn into useful cards, so basically all cards I considered dustable could eventually become playable (e.g. with the new expansion).
If you also want to include legendaries, only Lilian Voss seems to be a really bad one. At Frozen throne meta she actually decreased your winrate when played. So I personally wouldn't disenchant her (simply because she is a legendary), but it is not a powerful card. The epics you have are all potentially playable.

Uh, yes, concerning my Jade advice I didn't think about the rotation. You still can play them in wild, but for starting ladder in standard it is probably not advisable to spend all your dust in (soon to be) wild-only cards...
Considering your cards, you do not have much of a choice at present.All you can build is a good arena deck and that doesn't cut it for constructed. Toasts basic decks will be very hard to climb with if it is possible at all. But as a starting point besides your face hunter, you could take his basic mage deck and replace some cards. I personally think you should remove two Ironfur Grizzly , a Flamestrike and a Bloodfen Raptor and replace them with your Mana Wyrm the Shimmering Tempest and two Firelands Portal.
If that doesn't work, you might want to take out a Boulderfist Ogre instead and put in the grizzly again or a Razorfen Hunter .
From there on, you could plan for some cheap Elementals (or opening Un'Goro packs and hope for a little bit of luck) and go in the direction of Elemental mage since you already have two ruby spellstone. But you would need Frost Lich Jaina to get a real win condition. You just were not lucky with your Deathknight (imho).
Another option is kingsbane rogue, since you already have kingsbane and Valeera. But you also miss most of the other necessary cards for that deck. So yeah, I guess mage would be the most reasonable approach with your present cards, simply because they have very good basic cards that are usable in the present meta (polymorph for buffed minions or Voidlord , Fireball for removal of minions or reach to finish an opponent, etc).
I would definitely dust Ilixid, Fungal Lord and Lilian Voss, you don't have any of the supporting cards to use those legendaries and you could really use the 800 dust.

Those are very good to get the feel and flow of the game piloting a semi-competitive deck.
On building a collection, I think you just need to figure out a class that you really enjoy playing and focus on crafting specific key cards. After you picked a class I (and many others in this community, I'm sure) would be willing to help you out figuring which cards those are.
Looking at your collection I feel you're closest of building a Mill Rogue over time. You can start out by building a pirate-aggro rogue deck focused on buffing the weapon. Your collection has the tools and I wouldn't mind giving pointers on how to build it. Then while your collection grows you can make it more tempo-based and end up on a full-on Mill Rogue in time.
Ixlid is mentioned to dust -> while I love playing the card in a OTK-Malygos Druid, this archetype it very much outside of your reach for months and months to come and isn't very usable otherwise... like at all, next to joking around. Lilian Voxx is also mentioned to dust -> while Voxx is nowhere competitive, I would suggest keeping her if you decide to focus on Rogue, untill you have outgrown the utility she brings. Actually i've been planning to make a mill rogue or a kingsbane one and can you suggest me a deck so if I dust my ixlid and voss i know what cards to get so i won't be making any mistakes haha and also i'm having fun playing as hunter as of now since its fast and easy if you have the right cards
It' s a bit out of date now as it has no K&C cards, but you can easily sub these in if you have them. Cards like Kobold Librarian and Vulgar Homunculus are a good fit in this kind of deck.

Sad to say Oracle is going to the Hall of fame i was planning to get it then the news came so what are your other suggestion for a kingsbane rogue?

However, crafting the oracles now means you get full dust refund when the new expansion hits, so you can play for 1-2 months for free with that card. It's not worth to fully invest (meaning getting the other cards) untill you know for sure the archetype gets support (although preparation& minstrel are worth if you like Rogue, they're in most archetypes: minstrel in all, prep in miracle&mill not in tempo). I would keep both legendaries for it though, they're both strong. There has been experimentation with aggro/tempo pirate&kingsbane on a semi-competitive level, however both squidface and naga corsair are going to wild soon too so getting those and a southsea captain might not even be worth either..
The start of a Hearthstone year really shakes everything up quite a bunch. Going for a budget deck like zoolock or face hunter might be the best for now. From those two I like zoolock the most myself but that's personal preference. Also it would make sense to just leave the plan of getting a competitive tier 1 to 3 deck for now untill the new expansion is figured out (usually about 3 weeks after launch)
Also, most free to play- players are starting to save up gold and dust (or are already, I started saving from start of february) for the new set from now on too. Seeing the humble size of your collection it's fine to buy packs from the year of the mammoth still, but it's something to be aware about.
Here's a Zoolock list that's strong and cheap... exept for the Deathknight. Just play it without (it gets discarded 1/3 of the time playing the full deck anyway). You can probably hit a much higher rank with it already (15 should be reachable if played well, from then on tier 1 decks will beat you down). See if you like the deck and then concider to craft the DK. Gul'dan is a tier 1 legendary card, so an absolute beast, but still it's 1600 dust on a budget.
Malchezaar's Imp you need the Kharazan adventure for... it is easily replaced by vicious fledgeling, tar creeper or archerus veteran.
