Second Tier would be controllish hunter ( unleash the hounds, traps (esp the explosive one), stampeding kodo, 3-4 spells that can soft-clear) and mage (lots of clear/stalling spells and secrets won't list them all.You can add in a pyromancer and make it even better)
Hmm you said deck, that's why I listed some general decks that can deal with aggro. About handlock:
What counters aggro is strong and ideally constant clear of the board and early taunts. So you'll defenetely need a couple hellfires and shadowflames. Then, if you want a solely anti-rush deck you can try stuff like pyromancer (if you run at least 3-4 low mana spells), abomination or even baron geddon (it might be hard to get him on board but once you do it's 9/10 game won since most rush decks lack good removal), if your mana curve can handle him. If you , on the other hand, want a handlock deck that can just deal decently with rush/aggro decks, I'd suggest something in the lines of this (assuming you have most if not all of its cards)

Not devoted enough to spend money/lots of time , but still like being somewhat competitive
Peaked at rank 3 couple seasons ago, usually around ranks 10-5 at the end of seasons (unless it's been a busy month irl)
