I guess the idea of "no instant win conditions" is too deeply ingrained in most of our minds to consider a card like this.
I was thinking, maybe I could modify the condition and weaken the effect? To make it more along the lines of "if your opponent is at full health" or "if both heroes are at full health" do something really strong rather than winning the game instantly?
The reason I thought this card was balanced was because it required a board from a previous turn. But technically, wisp + wisp + tinyfin + tinyfin + target dummy + target dummy + this is an OTK (given your opponent is at full health).
Yes, do something very strong rather than win the game instantly, and put a temporal offset so your opponent can react. Alternate instant wins are almost by definition OTKs.

My suggestion was to 'Battlecry: Create a Masterwork.' Something like Arch Thief Rafaam Or "Battlecry: Compose a Masterpiece."
Would be fun to have your 'masterpiece' play an actual masterpiece on hover. Or it could play a WoW ditty. Depending on how you want ot play it.
