Wanted to make something like Cutpurse but a less aggressive style. Play him early to ramp into coins (if he lives) or hold him off till you can guarantee more coins. Then use those to make a powerful Edwin VanCleef.
Also not "The Reliquary" is the Horde's version of Dwarven run Explorer's League.
A rogue card that initially looks weak. He doesn't trade, yet always bring a 0 mana card that can be played immediately (due to it's cost). This initial low threat might lead the opponent to forgo attacking this guy in favor to more dangerous units on your board. The inspire mechanic makes it harder to hoard lots of 0 cards than alternatives (like the summoning mechanic from Knife Juggler, for example), which brings some balance.
Plus, rogues got a bit on the short end with the inspire. Their HP is the least spammable in the game, this cards presents a good reason to invest 2 mana on it.
And last, but not least, rogues love 0 cost cards, mostly for the combo mechanic.

You get a dangerous treasure, since its curse destroys one of your minions. Then the curse spreads to your opponent, shuffling itself in its deck.
