Slightly better than yeti since the effect is kinda negative if not played in mill decks. Combos with coldlight which doubles the effect of flooding your opponents hand with your cards (plus 2 card draw from coldlight). Pretty good with sprint too.
Balance notes: I don't want the enemy to get stuck with an unplayable board, and anyway icicles grow. The card's aim is to prevent enemy from playing minions the next turn. They can circumvent this by buffing the icicles and attacking, trading or going face, or by wiping the board with likes of Unstable Ghoul should they have it, or plain Whirlwind, or just forgoing the self-destruction and using spells. After a turn, the icicles are already a threat, a full board of 1/1s is not a thing to sneeze at, so the card has a delayed drawback. Thankfully you are a mage, so you can clear the board in numerous ways.
My entry this week. I always aim to make fun cards and I think this is just that. Simply put, this is a high risk-high reward card with an option to undo your mistake in case RNG chooses not to bless you.
Costs 10 mana, requires an empty board from your opponent to be played for full effect and has a huge drawback, but potentially could be a win condition:
Your opponent could still try to remove his own Wathers with cards like Fireball until your hand recovers. Wailing Soul is a tech card against this card. And the card has some synergy with Tiny Knight of Evil.
Also it has The Grand Tournament watermark because spectating fits the theme.
I guess you could say it works like King Mukla in that it has extra stats but gives your opponent a way to remove him (if they had a 3 attack minion that is). Might need some balance tweaks.

2) This minion guarantees to survive a Brawl (but if opponent also has a copy, only one may win the brawl). Also, if the opponent has Sylvanas Windrunner on board, you may let him gain control of this minion to benefit from its deathrattle.
Downside:
1) However when this minion dies, your opponent's board will be fully occupied with 1/1 minions. This requires the warrior to have some sort of whirlwind removals in hand such as Death's Bite, Whirlwind, Revenge etc, otherwise the opponent will benefit from those free 1/1 minions.
2) Most likely you are unable to play a brawl on the same turn you play this minion. Hence it gives opponent a chance to remove it on his turn and summon free 1/1 minions for him.
Edit: Toned down the stats of this minion based on feedback.
The infected card is Random, making it difficult for your opponent to make efficient plays. Also, after playing his minion, your opponent might run out of the required mana needed to deal with the virus. Like in real life, once the infection spreads, it becomes hard to stop.
get Excess Mana if you use it when you have 9-10 mana
