Eathern Guardian is a bit too weak imho, recycle costs 6 mana and is rare spell, and for an epic class card EG can have at least 5/6 stats. Xarantaur is complete imba)
Hunter: dragonsworn archer is too powerful. Mb 1 arcane shot? or change Battlecry to "Battlecry and Deathrattle". Tamed Dragons is really-really nice, if Hunter has such a card, he will be able to build tier1 control deck for sure!
Mage: don"t like "arcane missles" effect for cards, she already has Flamewaker and Blastmage, enough imo) Sapphiron has great battlecry, 10 mana mb?) and non-bgh stats like 6/9. Frostbrood skytalon is very nice, think the effect must be permanent or at least not for 1 next hero power, but for all hero powers used next turn. This will have a lot synegry with Coldara Drake and Garrison Commander.
Paladin: dragonsworn justicar is opieOP, if it has 3/4 is will be already much stronger than tgt legendary valkyrie, no way to be 4/5. Don't very like other cards, but all dragons in paladin are much better in case of Dragon Consort.
Priest: like most Wyrmrest Inqusitor) mb change it to 3 manacost and "put a Mind vision card oin your hand if you are holding a dragon". Murozond is weak, really what spells you can cast for 2-3 mana with it to be useful? Chromaggus is much better dew to Power Word Shield value and is non-bgh target. Mb change it to "at the end or each turn"
Rogue: Vaelastraz maked me feel kreygasm) nice card for milldeck for sure.
Shaman: i vote for shaman in the poll, really. 2-3-4th cards with Overload synergy are so good, unfortunatelly blizzard are too stupid to realise, that Overload need more ways to be evaded. Dragoncaller is nice, for the spirit of Hearthstone you must change it for "random dragon" from the whole game) Shaman has tons of rng, so who cares. Legendary is too slow, don't like it at all.
Warlock: again - good ideas. like the synergy between discard and dragons, however, mb we need some demons with dragons interaction? Violet Proto Drake is strong. Fel Dragon is just insane, mb it must be second legendary, why not. Sinestra is good, but I think you can change/buff it to 'Twilight Drake with activated Battlecry' so they will be 4/x depending on your hand as well.

Neutral: Crazed Dragon - so good! spell taunt is so interesting! Twilight Corruptor - lol so dangeous drawback, but way better than fel reaver for sure, like it. Blackrock Brawler must be legendary, strong card, like it too. Sindragosa SMORC ahaha, looks better than King Crush) Chromatus is balanced deathwing, but dew to lore i think he must do smth like giving you cards/dragons from different drogonflights or smth)
Counters: 2 mana 4/4 and 1 mana 3/1 with charge or HELL EVEN WITHOUT it, are you kidding? you want to bury all other cards with this two. lol
What changes to Nozdormu and Onyxia will you do if you can?))

You have to wait a turn for it to get a Divine Shield. The legendary costs 3 and can easily played with a cheap buff on the same turn to get the effect.

As it it, it would fit in Shadow/Face/OTK Priest. You can heal yourself and then get your spells back for burn if needed. That gives the class the much needed duality.

Dragonsworn Justicar being a 4/5 with an ability is because, as most already know, vanilla minions simply don't see play in constructed. This is essentially a Chillwind Yeti when played, but if it lives for the turn, can gain massive value. I think I might bring it down to a 3/5 though.
Dragoncaller is fine in my opinion. Saying that being able to draw Malygos reliably is broken is like saying that Warlocks shouldn't have Sense Demons to draw Mal'Ganis or Lord Jaraxxus.
Making Sinestra summon Twilight Drakes with health equal to the cards in your hand would be far too wordy to put as text on the card. A simple 4/4 will do.
Keep in mind that Crazed Dragon only acts as a Taunt for your own spells.
Regarding Chromatus, I was thinking about giving him an ability like that. Making it like a Neptulon for Dragons.
2 mana 4/4 is situational depending on what your opponent has in hand. Against most decks it will just be a River Crockolisk. Compare with Big Game Hunter and tell me which card swings the game more.
If a 1 mana 3/1 is so good, why aren't people running it? Like I said before, vanilla minions aren't worth competitive play. The upside is situational and makes it a tech card. And tech cards are very swingy.

A vanilla 1 drop might be 2/1 if it's neutral, but the class cards like Mana Wyrm, Voidwalker, Northshire Cleric and Warbot all have a total of 4 stats with an upside. Here, the upside is stronger than most other class 1 drops, but it's also a lot more conditional. If it was simply a 2/1 with a conditional Charge, Southsea Deckhand would be run over it instead, because you can rely more on weapons than you can on your opponent having Dragons.

Yeah, I hate to admit it but if I left the Justicar at 4 attack, I felt it would become a pseudo-Shredder with 5 health. And yes, I too have longed for Deathwing in ranked, so I decided to sieze the opportunity.

I think that might be getting a bit too disruptive. Messing with the opponent's hand is something I don't really want to do unless it's simply changing the mana costs.

Thank you very much! It was that kind of philosophy I was trying to follow in order to make these cards viable, especially the Hunter and Shaman cards, which I felt needed the most power to make some kind of impact.

I think these cards are extremely good concepts, but I just think that some of them are more or less misplaced in class. Most legendaries in each class have at least some major thing to do with the class, I.E. Paladin's legendaries are all great paladins, and you throw in chromie, warlock's are demons, and then the gnome who summoned jaraxxus. You add then a dragon, that gives spell dmg minnions when those are very rarely used in warlock. Next, in your priest class, Murozond is the legendary. Again, I love the character and effect, but I would think this would be so much better as a neutral legendary. Then in your neutral and mage classes, Arcane dragonspawn, and Blue dragonspawn are two different pictures of the same character, Chrono-Lord Deja, who is a large character under Murozond's Infinite dragonflight.
I think the ideas are amazing. But I believe a little more work needs to be done in class-placement or class-specific cards.
My last comment is on your card: Chromatus - I think this is a step in the right direction, but I don't believe it will see play, because:
a) It discards all dragons in your hand, the only synnergy with dragons currently is if you have one in your hand
b)10 mana 10/10 just isn't good. Especially if you are discarding things. If you would play this you might as well play deathwing, guaranteed clear of the board when you discard, and deathwing is good when you dont have anything else in hand, where Chromatus would lose all point to be played. I simply think the ability should change. I think it would be more balanced if It was closer to varian Wrynn - something like this:
