Interesting idea but the cost reduction is basically irrelevant. You're never casting this early, all the overload clause does is make it so you can cast it on turn ten even if you're overloaded.
Timeiscandy is absolutely correct in this case. After more thought, I would change it from one (1) to two (2) per overloaded crystal. This gives it some more playability early while retaining its late-game burst. The overall penalty of -2 damage (compared to Pyroblast) may not be enough, but I think given the randomness of attempting to plan a good use of Low Voltage in the early game justifies the 8 damage threshhold.
Some Scenarios
A.
Turn 6: Lightning Storm + Feral Spirit; Opponent plays big creature....Turn 7: (4 overloaded = -8 mana cost) Low Voltage.
It is difficult to think of a productive use for this card before turn 5, which puts it right in its intended range, as a 6+ situational card and a Finisher.

Let's say... 4-mana deal 4 damage + 1 damage for each overloaded crystal.

It's more of a finishing spell like Pyroblast, would be underwhelming if used on anything else.
