It costs 5 mana at the moment. From what you said, I think you intended for it to be 6 mana right?
Anyways, I like the art of the card and do think Wrathion should be a rogue legendary, I'm just not quite too sure about his ability...
I mean, his ability would be more of a nuisance unless you can somehow get value from him the turn he is played. For example, instant value from him would work with let's say this combo: Wrathion + SI:7 Agent, but that's about it.
Since that's the only rogue minion that has a battlecry that can kill another minion. All other minions would need to be already on the board for him to be worth playing.
Of course, ignoring the obvious fact that charge minions would work too.
Maybe if you just made it so that: Whenever an enemy minion dies from a combo, add a random weapon to your hand. That way, there is still a requirement... but it would work with more rogue cards - Spells would be the first and foremost thing that comes to my mind when I think of "combo points".

there is also the ability to drop him then trade some of your board.

Obviously.... and that's why it should be changed. No one is going to let you build up your board to benefit from Wrathion. Hence, if someone let you build up your board anyways, then you were in a position to win, and therefore, it is a win more card.
At the moment, he would be exactly like Kel'thuzad minus the ressurection... but the opposite. Since your minions wouldn't have to die to benefit from the effect, in Wrathion's case - only the enemy minions need to die.
Again, I just see Wrathion as being a win more card.
Wrathion:
Stong 5-drop that works very well with tinkers oil.
