I don't think this would never come to be as a concept. I'm curious from whence you draw this fatalism, Ono. This is something I could easily see being done, and am in fact surprised it hasn't happened already.
That in mind, even without the Veteran card, Stormwind is broken beyond all reason. If you simultaneously introduced some mechanic or series of cards that destroyed cities, sure. But without that, Stormwind here is an "I win" button.
I believe that all city cards should have the text: "Can't Attack" as this would prevent them from being used as 0/12 *inner fire fodder* if you silence them you get a minion with no effect and high health. (which is good in some cases)
i think there should be a "starting area" city type for both horde and alliance, that when it takes damage summon a random minion from a list. all of them having the ability: when this minion kills another minion gain +2/+2 with each different version having something special about it: Alliance would summon Human, Gnome, Worgen, Night Elf, Dwarf, Draenei and Horde being Orc, Goblin, Blood Elf, Tauren, troll, and undead.
Human and Orc both would have higher Health
Gnomes and Goblins both would have deathrattle: gain a spare part
Worgen and Troll having enrage
Night Elf and Undead having stealth
dwarf and Tauren having higher Damage
Draenei and Blood elf having spell damage +1
intially these summons would start as 1/2s (with the exception of the human/orcs being 1/3 and the Dwarf/Tauren being 2/2s Their initial stats keeping them in range of aoes, and randomness means you can't rely on them. As well as having a low attack means its harder to get them to kill something without dying themselves, however they could snowball if left unchecked.

Meh. With the presence of Cabal Shadow Priest in almost every single Priest deck I see today, I don't have much confidence in being able to benefit from any city card in the long run.
Plus, Wild Pyro + Shadow Madness + Orgrimmar + remaining spells played on the same turn would be so OP.
Thus, why not add stealth to the city cards so that Priest can't steal them? You can compensate by lowering the city's max health to Flamestrike range, right?
priest wouldn't be able to steal them anyways, They wouldn't be considered minions. They'd get their own typing and Mind Control, Cabal and things wouldn't work on them.

Onyx, the Retired Veteran's ability refers to the Stormwind card he made exclusively. As in it only works with the Stormwind City card. not things like Stormwind Champion

For something so game-changing, give them the battlecry of summoning 2 other space-taking minions. Like "Battlecry: Summon 2 0/4 Walls" and they're just vanilla minions that take up space. Offsets the power of a City card by taking up space on your own board while allowing the use of taunt-givers to make the Walls actual walls.

VERY cool idea, although Cities should not be considered minions, otherwise they could attack or be Polymorphed or Recombobulated into something, which brings up all sorts of technical and thematic questions. Maybe there could be a fun mode where different effects are in effect depending on which board you're playing...on that note, is Blizzard still hiring?
I think that cities should be a seperate card that when played visually change the look of your half of the screen and have a section perhaps on the interactive corners where you can see health and effects. I believe the way a city can be destroyed is by losing one health every time a friendly minion is damaged or perhaps killed. This would cause high healthed cities to have a high mana cost and a less potent effect compared to high mana cost lower healthed cities with higher game effectiveness. You could also have cheap cities with medium health and smaller effects. As with the city health if you haven of minions on the board then your city won't get damaged but you won't gain the buff from the city due to lack of minions.
I liked the concept. But I'd suggest the removal of weapon/damage status and the change of the health to armor. So It can't be affected by cards like Crazed Alchemist and Reversing Switch. Also buffs won't apply to it because there's no attack and health, just armor. A brand new type of card literally.
I have 3 city cards i've made but i'd like feedback and see what you guys would come up with for other city cards.

I assume Stormwind and Gilneas effects only apply to other minions?
Also, is Gilneas effect battlecry, or constant re-applied stealth? If latter, way too good.
Yeah, Gilneas would change to Battlecry, my mistake.
Stormwind could drop the immune effect or make it immune whenever your hero attacks.
