So, here's my suggestion:

Unique: This card cannot be discovered, copied, or resurrected.

And then you slap it on half of the legendaries and BAM! suddenly the game is a lot less frustrating.

That's not a keyword but a restriction. Can give them an excuse to make more busted cards, so sure, but please don't make this THE keyword for the expansion. Too many boring keywords recently.
