Bom’bay (strange name) - I don’t really see how conceptually having 1 drops is realted with dealing damage. Additional battlecry makes this card too OP. The condition is also not that much punishing and is synergized with 1-cost minions.
ShaBender - I like the concept but I’m not that fond of the tag. Why the elemental tag? (It doesn’t look like one, it’s a Warlock’s demon generated from the Posessed Villager).
Fade - stealth is a part of rogue’s identity, so it has nothing to do with priest
Censure - the text is sloppy: whom is Censure cast on - an attacking minion or a minion being attacked?
Way to much complicated text on the first 2 cards. Also reading something like... has at least 5 1 mana cards... It just looks weird . We all know there cant be 51 cards in a deck but for beginners it might look strange. I would write:
Start of the game:
If your deck has five or more 1 cost minions, instead of healing, your heropower deals damage .
This is enough text and actually very strong , concidering its a buffed mage heropower. And yeah, Fade would never be printed , i hope for any class but it certainly doesnt belong in Priest.
Remove the Battlecry from Bom'bay, make the Start of Game effect a Battlecry.
Shabender: Battlecry: Reduce an enemy minion's attack by 2 this turn. If it reaches 0, take control of it.
"Fade" -> "Shroud": Twinspell. Give a friendly minion "Can't be targeted be spells or Hero Powers" until your next turn.
Censure: change "Whenever" to "After" and "Damages" to "attacks" to make the result "Give a minion "After a minion attacks this, Silence it, then cast Censure on it.
Remove the Battlecry from Bom'bay, make the Start of Game effect a Battlecry.

I dont think you can make that effect a battlecry. Its so strong that it has to be a start of the game effect. Since you also build your deck around these cards you cant afford to miss them or completely wiff on them (if you drawn already a coupple 1 cost minions).
Also a 3 mana "steal" any minion with 2 or less attack would be waay to strong and almost would create a toxic feeling, playing against that. There is a reason Cabal Shadow Priest is at 6 mana and just has that one effect (to play around it).

I would also nerf that card , but Knipasors idea was to make a start of the game effect to create an aggressive Priest... i guess? Obviously this effect should be evaluated very carefully , and i hope Blizzzard wont ever print them again.
I tried to bring shadow priest from wow to hearthstone, it was the class I used to play. Bom'bay is a shadow priest instructor. ShaBender was glyph from pandaria that made your shadowfiend into a sha. So elemental to keep consistency. Fade is a spell that literally gives you stealth. There was a patach where using it twice was broken in spriest pvp, that's why twinspell. Censure is just a Holy Priest spell I used to like.
I agree bom'bay is op, made it a long time ago. Already answered all other questions.
