Broadly, the conclusion of past discussions has been that there are too many existing cards that would fit the tribe, so it would be a nightmare to balance any unifying mechanical perk you might assign to such a tribe. In Hearthstone, a tribe is more than just a tag. It has more mechanical weight than tags in, say, Magic, where every card has multiple tags, and the effects are more diluted.
(For example, your creations effectively give a lingering deathrattle to all Undead cards, many of which were already quite powerful. Remember, they would have to test every single Undead card ever created to make sure there's no game-breaking interaction.)
That, and it's just unnecessary. After all, there are no tribes for any of the other player races from WoW.
Idk if i agree with that assessment. First off, there really are not that many Undead minions in standard, and the ones that are there probably wouldn't be that broken if they had some trial synergies because most of them are important to existing strategies already and need those cards around them or they're just too weak to see play and could use a boost. As far as wild goes, I'm sure they could handle it and Wild can always use some spicing up do to it's very stagnant meta.
I also don't think we shouldn't create cards and sets just because they'd be hard to implement or Blizzard has done something like it before, otherwise our ideas would never be fresh and exciting. I think it may be hard to implement but it's definitely not impossible and nerfs are a tool Blizzard could use as well if things did get out of hand.
As far as being unnecessary, I'm pretty sure that the change would spark excitement back into a lot of unplayed cards and reignite some experimentation in wild at least.

Thanks, it's nice to hear an actual designer say he wouldn't mind adding it and seeing that there is some precidence for it with that tavern brawl card.

So I've been thinking about including new tribes in some expansion Ideas I've had. The first one that comes to mind is the Undead. Now, when creating a new tribe there are 2 main problems. 1) Which minions from the past will become members of that tribe? 2) What new mechanic should the focus of the tribe be? To answer the first question, I would consider the all the minions from this list: https://hearthstone.gamepedia.com/Undead_art . There are some exceptions to that statement: I would not include ghosts and specters, all minions that already have tribes would not be changed, and I would not include Nerubians because they could one day be their one class. To answer the second question I have some examples of cards that could be made, none of these are necessarily what I'd actually make but they are proposals for types of mechanics and triggers related to the Undead. Which trigger do you think is best, or should all of them be usable?

Wasn't there a tavern brawl or an adventure card: 'summon 7 random undead minons' or something like that?

I like the idea and the synergies that it would open up. Cannibalism for healing, interesting deathrattles, etc.

I think the balance of the tribe would lie simply in the fact that we can only have so many cards in a deck.
