3 mana, 3/3: Choose One: Gain +1 Health and Taunt; or Reborn. The Choose Both would then be a 3/4 Taunt with Reborn into a non-taunt 3/1.

Ahhhh I like this. I think it's a *tiny* bit strong at 4 mana 3/2. Possibly a 4 mana 2/2, since after this weapon dies twice, you get a 5/2 off of your hero power for 4 mana.
I'd make her a 5 mana 5/5. This kind of effect needs to go on a cheaper card or its basically impossible to combo off of. Also a slight typo: You added an extra comma on the first "Reborn", it doesn't need a comma or a period.
This is a really cool card for Big Paladin. Being a Mech makes it even better. It does screw up Kangor's Army though... Maybe it fits in a non-Mech Big Paladin. I would advise you to find better art, it'd be a waste to use this art on a cool effect such as this.

I did consider Obsidian Statue but my card is different in several ways. First, it is less threatening with half the attack and no lifesteal. Second, it is reciprocal and so there is no value in getting more than one on the board. Third, this card can eliminate any minion if the opponent leaves it up, so it can be used as a targeted removal (and thus can't be ignored) and can activate it's own effect by trading off. This card is intended to be a very niche, but very powerful, wall against decks that run tall threats and can't ping. For example, if you play this against a wall priest, they often would end up losing an entire board to it--given that you can play this in classes like druid that lack removal tools for large boards, this card would be appreciated.
I really like the idea of a weapon with Reborn, but I'm not sure about the balance and wording. The idea is when it's first played, it's a regular 4/3 weapon, but after Reborn triggers, it turns into a mini-Gorehowl. I made it a little cheaper than Gorehowl since the first 3 attacks only do 4 damage instead of 7/6/5, but being able to go face without losing the card is an advantage.

Just to clarify about the rules: I know you can't make cards that give or just synergise with reborn, but does it count if I make a card that gains reborn under certain conditions?
Like something for hunter that says "Battlecry: gain reborn if you have a beast." or something?

I decided to let this go through, so yeah go for it.
Couple of things wrong with the formatting of this card: If a Keyword is by itself on a line, no need for a comma (So it is not Reborn, but just Reborn). Next, no need to italicize Zephyrus the Great.
As for the balance... having 3 Zephyrus is really really... let's just say un-interactive. I realize this is extremely slow the turn you play it but just keep in mind one Zephryrus is already a get out of jail free card. Technically balance wise it's probably ok, just not sure if this kind of card should exist.
I found the turn with 4 mana the most difficult to do for Quest druid and wanted to make this card, played as 3-4 with Taunt versus Aggro or as 4-3 with Reborn versus Control seems good, but after the Quest is completed it gains full value.
The base card should be a 3/3 as the transforms will then give +1 health and taunt or +1 attack and reborn, then the combined one would be a 4/4 taunt with reborn.
I don't understand how the weapon submission option works without violating the first rule of the competition. It doesn't make much sense putting Reborn on a weapon, since that's what the rules/restrictions imply.

The first rule just states you can't submit cards that just give or interact with Reborn as a keyword. Psychopomp doesn't have Reborn itself, it gives it to another minion. Likewise Pharaoh Cat wouldn't be allowed because it doesn't have Reborn either, it just has synergy with the keyword.
Yes, they haven't put Reborn on a weapon, but theoretically there's nothing that says they couldn't. You'd just have to mentally switch out '1-health remaining" with '1-durability remaining' if reborn was on a weapon.

Very strong. 4/3 is already worth 5.5 mana, then you get an extra 4+3+2+1=10 more damage. I think this should start off as a 4/2.
